Summary of the contracting process

UK Research & Innovation, through the Science and Technology Facilities Council, intends to procure a fire engineering framework. The requirement is for fire engineering services supporting a campus-wide approach to fire safety design and strategy across STFC buildings at multiple sites. This covers facilities management-related services and is intended to provide a consistent approach across the estate rather than a single-building assignment. The buying organisation is UKRI, a central government public authority. Delivery will take place across multiple STFC sites; the supplier engagement session will be held at Rutherford Appleton Laboratory. The framework is intended for organisations able to advise on fire safety design and strategy across a complex, multi-site research and technology estate.

This procurement is at the planning stage: UKRI has announced an intention to procure and has not yet invited tenders. The expected procedure is a framework agreement, with a future notice expected on 13 November 2026. The anticipated contract period is 22 February 2027 to 21 February 2031. The estimated value is £3,333,333.33 excluding VAT, or £4,000,000 including VAT. There is one planned lot, covering the whole requirement, and the lot is marked as suitable for small and medium-sized enterprises. UKRI plans a supplier engagement session at Rutherford Appleton Laboratory on 28 September 2026 at 10:00, including a briefing, site tour and question-and-answer session. Suppliers wishing to attend must register by 16:00 on 23 September 2026, with a maximum of two attendees per organisation.

The requirement is likely to suit fire engineering consultancies and facilities or estates specialists with the technical depth to develop fire safety designs and strategies across several buildings and sites. Suppliers should be prepared to work at campus scale, apply a consistent approach across a varied estate, and advise on fire safety matters affecting research and technology facilities. The framework structure may suit organisations seeking repeat work rather than a single project, while the stated SME suitability indicates that smaller specialist firms may be able to participate. The planned supplier session offers a chance to understand the estate, hear the buyer’s briefing, inspect Rutherford Appleton Laboratory and raise questions before the procurement reaches the tender stage. Preparation should focus on relevant multi-site fire engineering experience and the capacity to support a framework.
