Summary of the contracting process

Codi Group Ltd is procuring principal main contractors for a construction framework covering housing and residential development across Wales. The work includes new houses, multi-dwelling buildings, sheltered and subsidised housing, social services buildings, residential and children’s homes, refurbishment of run-down buildings and building completion. Call-off contracts may also be awarded by Ateb Group Limited, Tai Hedyn Limited and United Welsh Housing Association Limited, alongside Codi Group and its subsidiaries. The six lots cover schemes of up to 20 dwellings in western and eastern areas; schemes of more than 20 up to 50 dwellings in those areas; schemes of more than 50 up to 100 dwellings; and schemes of more than 100 dwellings. The framework is intended for delivery throughout Wales.

The procurement has reached tender: Codi Group invited offers through an open procedure. It is a framework agreement for up to 48 participants, with call-offs awarded with or without reopening competition. Bids and enquiries are submitted electronically in English; the enquiry deadline was 13 November 2026 at 4:00pm and the tender deadline is 20 November 2026 at 2:00pm. The award decision is due by 1 February 2027 at 11:59pm. The framework is valued at £750,000,000 excluding VAT (£752,500,000 including VAT). Individual lot values range from £5,819,876 to £254,185,495 excluding VAT. Each lot runs from 1 April 2027 to 31 March 2030, with a possible one-year renewal. Suppliers may bid for and be awarded a maximum of two lots. Evaluation is 60% quality and 40% price.

This opportunity suits established housebuilders and principal contractors able to deliver residential development schemes at different scales, from small projects of up to 20 dwellings through to schemes exceeding 100 dwellings. It is suitable for small and medium-sized enterprises, although bidders must meet the economic and technical selection requirements set out in the tender documents. Contractors should be able to provide end-to-end construction and building completion capability, including new housing, sheltered and supported accommodation, social services buildings and refurbishment work. The framework offers access to call-off opportunities from Codi Group and four housing association organisations across Wales. Suppliers should have the capacity to manage the lot or lots selected, while recognising that no supplier can be awarded more than two lots.
