Summary of the contracting process

Vale of Glamorgan Council is extending its Dynamic Purchasing System for passenger transport services, excluding local bus services. The requirement covers public road transport and special-purpose passenger transport, with services delivered in Cardiff and the Vale of Glamorgan. It is intended to support a range of later passenger transport requirements, including mainstream school transport and additional learning needs school transport. Organisations apply to join the DPS through a pre-qualification questionnaire; successful applicants can then compete in mini-competitions for individual transport requirements. The council is the buying organisation, based at Civic Offices in Barry. The DPS provides a route for transport operators and other suitable passenger transport providers to supply services commissioned by the council during its period of validity.

The process reached tender: the council invited organisations to apply for inclusion in the DPS through an open procedure. The estimated value is £1,250,000. Applications and offers are submitted electronically, and bids must remain valid for 90 days. The DPS is due to run until 31 March 2028 at 12:00, with the related award and bid-opening events scheduled for the same time. The contract period for the lot is 540 days, with options described in later tender documents and variants permitted. Applications can be submitted in English or Welsh. Evaluation is weighted 70% price and 30% quality. Applicants must meet suitability requirements set out in the tender documents and provide the names and qualifications of staff assigned to the work.

This opportunity suits passenger transport operators able to deliver public and special-purpose road transport in Cardiff and the Vale of Glamorgan. It is particularly relevant to providers with the vehicles, drivers, operational systems and safeguarding arrangements needed for mainstream school transport and transport for pupils with additional learning needs. Suppliers should be prepared to demonstrate the suitability of their organisation through the pre-qualification questionnaire and to provide staff names and professional qualifications. Successful DPS members will be positioned to compete in subsequent mini-competitions rather than receive work automatically, so businesses need the capacity to respond to individual service requirements and pricing exercises. Electronic tendering is required, and participating organisations must be able to work in English or Welsh.

Notice Title

Extension to DPS for Passenger Transport Services ( Excluding Local Bus Services) in the Vale of Glamorga

Notice Description

To correct the extension of the established Dynamic Purchasing System ("DPS") for the procurement of passenger transport services, excluding local bus services until March 2028

Lot Information

Lot 1

The Vale of Glamorgan Council is publishing this Notice in relation to the existing Dynamic Purchasing System (DPS) for Passenger Transport Services (excluding Local Bus Services). The Contract Notice published on 5 August 2025 under reference 2025/S 000-046223 incorrectly stated the end date of the DPS as 31 July 2026. The Council has identified that this was an administrative error in the published notice. The intended end date of the DPS was 31 March 2028. This notice therefore corrects the previously published information so that the published record accurately reflects the intended period of validity of the DPS. To correct an error contained within the Extension notice Organisations are invited to submit a Pre-Qualification Questionnaire to gain access to the Council's Dynamic Purchasing System ("DPS") for Passenger Transport Services. Successful applicants to the DPS will then, via mini competitions, be requested to submit offers for a variety of Passenger Transport Services, including Mainstream and Additional Learning Needs ("ALN") School Transport services.
