Summary of the contracting process

NHS South East London Integrated Care Board sought a community social prescribing service for Bexley, within London. The service falls within health services and was intended to support people in the local community through social prescribing, connecting them with relevant community, voluntary and other support. The procurement was managed on the Authority’s behalf by the NHS London Commercial Hub, hosted by North East London Integrated Care Board. It was organised as a single requirement rather than separate service areas. The buyer is a public-sector NHS organisation responsible for health services across South East London, while delivery was focused on the Bexley community. The requirement therefore suits organisations providing community-based social prescribing, health and wellbeing support, referral coordination and links with local voluntary or community services.

The single-lot procurement was abandoned and cancelled on 14 September 2026, with the associated award recorded as unsuccessful and discontinued. The Authority had initially used a Most Suitable Provider Process under the Health Care Services (Provider Selection Regime) Regulations 2023, as amended, and the procurement was also described as an open procedure. The decision followed a high level of interest in the opportunity; the Authority stated that it would review its options, including exploring a full competitive procurement. The stated award criterion was price. The process was not awarded to a supplier, so there is no awarded supplier, contract period or awarded contract value to report. The procurement was conducted under the Provider Selection Regime rather than the Public Contracts Regulations 2015.

Although this process was cancelled, it demonstrates substantial market interest in community social prescribing for Bexley and identifies NHS South East London Integrated Care Board as a relevant buyer. A credible future provider would need practical experience delivering community-based social prescribing and the capacity to serve local residents at community scale. Useful capabilities include assessing people’s needs, making and managing referrals, building trusted relationships with voluntary, community and health organisations, and evidencing outcomes for the Authority. Providers should understand NHS commissioning and the Provider Selection Regime, while being able to present a clear, competitive price because price was the stated evaluation basis. Organisations with established local networks in Bexley, strong partnership management and sufficient operational capacity would be well placed to compete if a similar requirement is brought forward.

Lot Information

Lot 1

The Procurement was managed by the NHS London Commercial Hub (NHS LCH) hosted by NEL ICB, on behalf of the Authority. The Authority's view was that, taking into account likely providers and all relevant information available at the time, that it was likely to be able to identify the most suitable provider for this service. After receiving a high level of interest in this opportunity, the Authority has taken the decision to abandon the current Most Suitable Provider Process. The Authority will now review its options which include exploring plans to run a full competitive procurement in due course.
