Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned a GP locally commissioned services contract for Mosborough Health Centre in Sheffield. The service is intended to enhance and operate alongside the provider’s existing GP Framework contract, rather than as a stand-alone service. It covers general-practitioner services delivered at Mosborough Health Centre. The requirement is part of primary healthcare provision and is linked to the delivery of locally commissioned services through an established GP provider arrangement. The selected supplier is Mosborough Health Centre, which is based in Sheffield. The buying organisation is the NHS South Yorkshire Integrated Care Board, also based in Sheffield. The service is an existing requirement with an existing provider and forms part of the Board’s local primary care commissioning activity.

The procurement has been awarded and the contract is active. Mosborough Health Centre was selected through direct award process A under the Health Care Services (Provider Selection Regime) Regulations 2023, using a limited procedure without a prior competition. The award decision date was 1 April 2026, and the contract runs from 1 April 2026 to 31 March 2027. The published contract value is £1; the underlying service is paid according to activity at local prices, so the overall value was not determined. Evaluation was based entirely on quality, with no cost weighting. One bid was recorded. The tender record marks the lot as cancelled, while the award and contract records show an active award and contract.

This award indicates demand for GP locally commissioned services that are tightly integrated with an existing GP Framework contract. A credible future competitor would therefore need to be an established GP provider able to hold or work through the relevant GP Framework arrangement and deliver the locally commissioned services alongside it. The requirement favours organisations with operational capacity in Sheffield, the ability to provide general-practitioner services from an appropriate health centre, and systems for managing activity-based delivery and local pricing. Quality is decisive: the recorded evaluation gave quality a 100% weighting and cost 0%. Providers should be able to demonstrate reliable primary care delivery, compliance with the Health Care Services (Provider Selection Regime) Regulations 2023, and the capacity to meet the contract specification as an integrated extension of existing GP services.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
