Summary of the contracting process

Cyngor Sir Ceredigion County Council is procuring a household waste site service for south-east Ceredigion. The requirement covers providing and operating the site, receiving household materials, sorting them, transporting them, reprocessing them and disposing of them. The work is a waste management and recycling service, including refuse-site operation (CPV 90530000) and refuse recycling (CPV 90514000). The service must comply with current legislation and covers the full household waste site operation rather than only transport or disposal. The opportunity is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Delivery is in south-east Ceredigion, with the council as the contracting organisation.

The procurement reached tender: the council invited offers through an open procedure, with electronic submission allowed and an electronic auction forming part of the process. Enquiries had to be submitted by 5 October 2026 at 12:00, and tenders by 12 October 2026 at 12:00. The estimated full-term value, including extensions, is £4 million to £4.23 million excluding VAT, or £4.8 million to £5.1 million including VAT. The contract is due to run from 1 July 2027 to 30 June 2032, with options for a further period of up to 36 months and another of up to 24 months, giving a maximum end date of 30 June 2037. One lot is evaluated on price at 60% and technical quality at 40%.

This opportunity suits an established waste operator able to provide a household waste site and manage the complete flow of materials through reception, sorting, transport, reprocessing and disposal. Bidders need relevant experience, suitable specialist equipment, qualified personnel and sufficient capacity and throughput for the service. The requirement also covers environmental compliance and management, health and safety, and compliance with changing waste and recycling legislation. The operating team must include a WAMITAB-qualified competent person. Required authorisations include a Waste Carrier Licence or Registered Carrier Certificate and a Scrap Metal Dealer Licence. The council also highlights volatile waste-material markets and possible future service changes, so suppliers should be able to manage operational and regulatory change under the contract.
