Summary of the contracting process

Ealing Council intends to commission a borough-wide Community Healthy Ageing and Falls Prevention Service for residents aged 50 and over. The service will be delivered across the London Borough of Ealing and is intended to provide an accessible, preventative offer supporting residents to maintain health and independence. It will combine three integrated elements: community strength and balance activities; healthy ageing, awareness and early intervention; and navigation and referral. This is a health and social work service, covering community-based prevention, advice, early support and connections to relevant services. The procurement is being led by London Borough of Ealing Council as a public authority. It is structured as a single service package rather than separate lots, so suppliers should be able to provide or coordinate all three components.

This procurement is at the planning stage and the council is undertaking preliminary market engagement; it is not an invitation to tender. The council expects to publish the next notice on 2 November 2026. Organisations are expected to review the engagement information and complete the council’s questionnaire by 25 September 2026. The planned contract is for one service package, with an expected term from 1 April 2027 to 31 March 2030 and a possible renewal extending the maximum period to 31 March 2032. The estimated value is £750,000 excluding VAT, or £900,000 including VAT. The service is being treated as a light-touch regime procurement and is above the relevant threshold. The council has not set out the final award method at this stage.

The planned service should suit organisations experienced in community health, falls prevention, healthy ageing, physical activity, public health or social care. Relevant suppliers are likely to need the ability to design and deliver strength and balance programmes, provide accessible health education and early intervention, and offer effective assessment, navigation and referral into wider services. Strong local outreach, partnership working and inclusive delivery will be important because the service is borough-wide and aimed at residents aged 50 and over. Providers with established referral networks, community venues, safeguarding arrangements and the capacity to coordinate integrated services are likely to be well placed. The council has identified the requirement as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so specialist organisations may wish to prepare through the market-engagement process.
