Summary of the contracting process

The London Borough of Redbridge is planning two service contracts: one for cleaning and soft facilities management services across its corporate estates, and another for comprehensive grounds maintenance across the Council. The buyer intends to appoint two experienced providers, one for each service area. The market engagement programme will be held at Ilford Town Hall, while contract delivery will take place at various corporate-estate locations and across Council sites in the London Borough of Redbridge. This is a services procurement covering cleaning, sanitation, associated soft facilities management and grounds maintenance. Suppliers specialising in either cleaning and facilities support or grounds maintenance may therefore find the planned procurement relevant, rather than businesses needing to provide both services.

This procurement is at the planning stage and is currently a market engagement exercise, not an invitation to tender. Interested parties are expected to submit their interest for the market engagement by 25 September 2026 at 12:00. The buyer’s expected date for the next notice is 12 February 2027. The planned contract period is 1 July 2027 to 30 June 2030, with a possible extension to 30 June 2032. The estimated total value is £4.4 million including taxes, in GBP, and the procurement is above the relevant threshold. The contract is planned as one lot, with cleaning and grounds maintenance services forming separate provider requirements within the wider programme. The buyer has indicated that the services are suitable for SMEs and voluntary, community or social enterprises.

The planned work is likely to suit established cleaning contractors able to deliver cleaning alongside soft facilities management across multiple corporate-estate locations, and experienced grounds maintenance contractors with the capacity to provide comprehensive services across Council sites. The buyer specifically refers to appointing experienced providers, so businesses should be prepared to demonstrate relevant delivery experience, operational capacity and the ability to manage services consistently across a local-authority estate. Suppliers may be able to prepare for either the cleaning and facilities-management requirement or the grounds-maintenance requirement, depending on their specialism. SMEs and voluntary, community or social enterprises are identified as suitable participants. Businesses interested in the work should use the market engagement stage to understand the Council’s service expectations and prepare for the later procurement process.
