Summary of the contracting process

London Borough of Camden intends to appoint a joint venture development partner to redevelop the Wendling Estate and adjacent St Stephen’s Close in Gospel Oak, London. The 2.6-hectare estate currently contains 240 homes, including council-tenanted and leasehold properties. The proposed redevelopment would deliver approximately 650–750 high-quality, sustainable and energy-efficient homes across mixed tenures, including genuinely affordable and private homes. It would also replace the existing hostel and health centre, improve outdoor spaces and enhance the wider neighbourhood for existing and future residents. The programme responds to resident priorities including better homes, reduced overcrowding and a safer environment. The work covers residential development, housebuilding, multi-dwelling construction and related real-estate services, with Camden as the public-sector buyer.

This procurement is at the planning stage: Camden has stated an intention to procure a joint venture partner, subject to Cabinet approval, and has not yet issued an invitation to tender. The estimated contract value is £500 million gross development value. The planned contract period is from 1 December 2027 to 30 March 2040. Camden’s current expectation is to publish the next notice on 11 January 2027. Preliminary market engagement is planned before tender, covering the redevelopment approach, funding assumptions, contract form and conditionality, long-stop dates, vacant possession and rehousing, development management responsibilities, and the competition process. Interested suppliers are expected to register by 2 October 2026, sign a non-disclosure agreement before receiving briefing material, and attend meetings planned for the weeks commencing 5 and 12 October 2026.

The project is intended for organisations or consortia with current capability and experience to design, fund and deliver large urban residential developments of more than 500 mixed-tenure homes. It should suit major housebuilders, property developers, institutional or other development funders, and joint venture partners able to combine development, financing and delivery expertise. Relevant strengths include masterplanning and estate regeneration, sustainable and energy-efficient housing, construction of multi-dwelling buildings, delivery of affordable and private homes, and management of complex phased redevelopment. Suppliers should also be prepared to address rehousing and vacant possession, replacement community facilities, development management and resident-focused delivery. Camden welcomes suitable suppliers across sectors, including voluntary, community and social enterprises where their capability supports the proposed redevelopment.

Notice Description

The Wendling Estate is a council estate located in the Gospel Oak ward, with St Stephen's Close immediately adjacent. Together they are known as the Wendling and St Stephen's Close Estate, covering approximately 2.6 hectares and comprising 240 existing homes, including at the time of writing 191 Council-tenanted homes and 49 leasehold properties. The regeneration of the Wendling Estate and St Stephen's Close is an important part of the Council's Community Investment Programme. Residents voted in favour of full redevelopment of the Estate in July 2021 because they wanted new homes, better outdoor spaces, and a safer, more welcoming neighbourhood. The redevelopment proposals aim to deliver high-quality, energy efficient, genuinely affordable and private homes that meet residents' needs and address long standing issues facing the existing Estate, such as overcrowding and antisocial behaviour. The Council intends, subject to Cabinet approval, to procure a joint venture development partner to deliver a redevelopment of the estate comprising circa 650-750 high-quality, sustainable new homes; replace the existing hostel and health centre; and improve the existing neighbourhood for current and future residents. The redevelopment will be delivered in accordance with the Landlord Offer that formed the basis of the resident ballot. The contract estimated value is PS500m GDV (Gross Development Value).

Suppliers are asked to register their interest using the messaging system in ProContract – by Friday 2nd October 2026. The project briefing pack will also comprise: - Summary of key Council project requirements - Site feasibility information - Summary of proposed competition structure and process 7. Suppliers to review the agenda and project briefing pack provided in advance of meeting with LB Camden so that they can bring along considered thinking / material which can aid productive discussions in relation to the project and agenda items. 8. Meetings will be arranged face to face or via Teams – w/c 5th October and w/c 12th October 9. LB Camden will take notes of each meeting, to provide a record of discussions held. 10. Feedback gathered through the engagement will be used to inform a Council Cabinet decision later in 2026 and the finalisation of competition documentation. LB Camden welcomes interest from all suitable suppliers. Suppliers will be considered suitable for participation if they have experience and current capability to design, fund and deliver large urban residential developments of 500+ mixed tenure homes.
