Summary of the contracting process

Hull City Council is procuring works to improve footpaths in the east and east-central areas of Kingston upon Hull. The requirement is a civil engineering and construction project covering footpath improvement works, with delivery taking place in Hull. It is a single requirement rather than a multi-lot programme. The council is seeking an organisation able to plan and carry out the specified physical works in accordance with the scope and tender documentation. This opportunity is relevant to construction contractors, civil engineering firms and specialist footpath or highway improvement providers whose services include delivering public-realm infrastructure works for a local authority. The procurement is classified as works, with the primary classification covering complete or partial construction and civil engineering work.

The procurement has reached tender: Hull City Council invited offers through a below-threshold open competition using a one-stage procedure. Bidders could submit offers electronically. Enquiries had to be submitted by 23 September 2026 at 22:55, and tender submissions were due by 28 September 2026 at 11:00. The contract is scheduled to run from 2 November 2026 to 2 April 2027. Its estimated value is £400,000 excluding VAT, or £480,000 including VAT. The buyer will assess offers using a 70% price and 30% quality weighting. All submission documents must be completed as required; incomplete bids will be eliminated from further consideration. The procurement is below the relevant threshold.

This opportunity suits construction and civil engineering businesses with practical experience of delivering footpath, paving, public-realm or related infrastructure improvement works. It may also fit specialist highways and urban-access contractors able to work in Hull’s east and east-central areas and meet the council’s requirements for a defined works programme. Suppliers should be able to interpret the scope and tender documents, prepare a complete compliant bid and demonstrate the quality of their proposed delivery approach. Price is the dominant evaluation factor, while quality accounts for 30%, so bidders need both competitive cost control and a credible method for carrying out the works. The requirement is suitable for an organisation able to undertake a local-authority construction project of significant, but clearly bounded, scale.
