Summary of the contracting process

Hywel Dda University Health Board is commissioning a community health and wellbeing service for a preventative youth pilot across Carmarthen, through its Tywi Taf Cluster. The service is intended to improve the emotional, physical and social wellbeing of young people, with a primary focus on adolescent girls, young women and gender-diverse individuals who need support related to women’s health. This includes people identifying as female, transgender, non-binary or gender diverse. The pilot should provide safe, inclusive and welcoming settings where young people can build confidence, form positive relationships, improve health knowledge and access support or signposting. Planned engagement with boys and young men should promote healthy relationships, mutual respect, emotional literacy, equality, consent and positive health behaviours. The requirement is for community health services, with NHS Wales Shared Services Partnership acting as procurement facilitator.

The procurement has reached tender: the buyer invited offers through a below-threshold open competition under the light-touch regime. It is a single lot with an estimated value of £40,000 gross. Enquiries had to be submitted by 30 September 2026 at 12:00, and offers by 9 October 2026 at 12:00; electronic submission was allowed. The contract period is 2 November 2026 to 31 October 2027, with an option to extend by up to one further year in six-month increments, subject to satisfactory performance and continued funding. Offers will be evaluated on quality at 50%, social value at 20% and commercial considerations at 30%. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This opportunity suits organisations able to design and deliver inclusive youth health and wellbeing programmes in Carmarthen. Relevant strengths include experience supporting adolescent girls, young women and gender-diverse young people, particularly around emotional wellbeing, body image, anxiety, self-esteem, health literacy, healthy relationships and mental health. Providers should be able to create safe, welcoming environments and deliver preventative, early-intervention and co-produced activities, with appropriate support or signposting where needs are identified. The service also calls for engagement that involves boys and young men and promotes consent, equality, emotional literacy and positive health behaviours. Community organisations, social enterprises, voluntary-sector providers and smaller specialist health or wellbeing organisations may be well placed to compete, provided they can deliver inclusive engagement, contribute to reducing health inequalities and support wider community resilience.

Notice Title

P0486 - KNOW YOUR OWN MIND AND BODY - YOUTH HEALTH AND WELLBEING PILOT (TYWI TAF CLUSTER)

Notice Description

Hywel Dda University Health Board's (HDUHB) Tywi Taf Cluster (2Ts) is seeking to commission a preventative health and wellbeing pilot designed to improve the emotional, physical and social wellbeing of young people across Carmarthen. This pilot has been developed in response to growing evidence of poorer emotional wellbeing, confidence and health literacy among adolescent girls, young women, and gender-diverse individuals requiring services related to women's health, including those who identify as female, transgender, non-binary, or gender diverse alongside increasing concerns about body image, social media influences, anxiety, self-esteem and healthy relationships. Informed by emerging evidence, it recognises the significant pressures many adolescent girls, young women and gender-diverse young people experience in defining their self-worth and identity through appearance and peer acceptance. These pressures can be further amplified by digital media and evolving social expectations, contributing to declining wellbeing, confidence and mental health among young people. The pilot will provide safe, welcoming and inclusive environments where young people can develop confidence, build positive relationships, improve health knowledge and access support or signposting where required. Whilst the primary focus of the pilot is adolescent girls, young women and gender-diverse individuals requiring services related to women's health, including those who identify as female, transgender, non-binary or gender diverse, the pilot will also include planned engagement opportunities for boys and young men. These activities will promote healthy relationships, mutual respect, emotional literacy, equality, consent and positive health behaviours, recognising the important role that all young people play in creating supportive and respectful communities. The pilot supports the principles of prevention, early intervention, prudent healthcare, co-production and reducing health inequalities. It also contributes to the wider aims of improving population health outcomes, strengthening community resilience and enabling young people to make informed choices about their health and wellbeing.
