Summary of the contracting process

East Suffolk and North Essex NHS Foundation Trust is procuring investment management and financial advice for its charitable funds. The work covers managing and advising on the Trust’s charitable investment portfolio, including ethical investment funds, property funds and a common deposit fund. The purpose is to maximise the value of donations while avoiding undue investment risk, using external advisers because the Trust does not have the required in-house skills. This is a financial services opportunity covering portfolio management, investment advice and related financial consultancy. The Trust operates hospital and community healthcare services across Colchester, Ipswich, Clacton, Halstead, Harwich, Felixstowe and Aldeburgh, and the charitable funds support services across those operations.

The procurement has reached tender: the Trust invited suppliers to express interest through a selective competitive flexible procedure. The process comprises a capability assessment, invitation to tender, additional shortlisting and supplier interviews. Enquiries close at 12:00 on 25 September 2026, and expressions of interest are due by 12:00 on 10 October 2026. The intended award date is 30 December 2026. The initial contract runs from 1 February 2027 to 31 January 2030, with options for two 12-month extensions, allowing performance-based continuation until 31 January 2032. The estimated value is £277,500 excluding VAT, or £333,000 including VAT. Cost carries 60% of the evaluation, quality 30% and social value 10%.

This opportunity suits qualified investment managers, wealth managers and financial advisers with experience of managing charitable or similarly governed funds. Suppliers should be able to advise on and manage diversified portfolios that include ethical investments, property funds and deposit-based products, while controlling exposure to undue risk and demonstrating sound investment governance. The Trust is seeking external capability in place of in-house expertise, so bidders should be able to provide both strategic advice and practical portfolio management. The opportunity is expressly suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Economic and technical selection requirements apply. The process includes further shortlisting and supplier interviews, with the highest-ranked four tenderers expected to be interviewed.
