Summary of the contracting process

Staffordshire County Council is seeking an independent person for the Staffordshire Pension Fund. The role supports the discharge of Local Government Pension Scheme functions delegated to the council’s Pensions Committee, including investment strategy, governance and administration. This is a specialist pension fund consultancy service, intended for an individual or organisation able to provide independent advice and challenge in the local government pensions environment. The work is associated with Staffordshire County Council’s administration of the Fund and is delivered in Staffordshire, England. The appointment arises from the Local Government Pension Scheme governance requirements introduced by the 2026 amendment regulations, which require an administering authority to appoint an independent person where relevant functions are delegated.

The process has reached tender: the council invited offers through an open procedure. Enquiries had to be submitted by 5 October 2026 at 12:00, and tenders by 12 October 2026 at 12:00. Submissions are electronic through the authority’s eTendering portal and must use the official electronic documentation. The contract is scheduled to run from 14 December 2026 to 13 December 2029, with the council able to renew it for two further 36-month periods, potentially extending to 13 December 2035. Its estimated value is £432,000 excluding VAT (£518,400 including VAT). Role suitability carries 80% of the evaluation and price 20%. Economic and technical selection requirements are set out in the tender documents. The award decision is due by 7 December 2026 at 23:59.

This opportunity suits pension consultants, independent governance advisers and specialist professionals with relevant knowledge of the Local Government Pension Scheme and experience supporting pension committee or administering-authority responsibilities. Strong candidates will be able to provide independent, credible advice across investment strategy, governance and scheme administration, and demonstrate the technical and economic capacity required by the tender documents. The evaluation places substantially greater emphasis on role suitability than price, so bidders should be prepared to show how their proposed person or team will perform the independent-person function effectively. The procurement is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, making it accessible to appropriately qualified specialist practices as well as larger consultancy firms.

Notice Title

Appointment of an Independent Person to the Staffordshire Pension Fund

Notice Description

The appointment of an independent person under the Local Government Pension Scheme (LGPS) relating to the Staffordshire Pension Fund. This appointment refers to The Local Government Pension Scheme (Amendment) (Governance) Regulations 2026, which introduces amendments to the Local Government Pension Scheme Regulations 2013. New Regulation 53A(5) provides that, where an administering authority delegates its functions or part of its functions under the 2013 Regulations to a committee, sub committee or an officer, it must appoint an independent person to support the discharge of functions in relation to the Scheme including investment strategy, governance and administration. Staffordshire County Council in its capacity as the administering authority of the Fund delegates relevant functions to the Pensions Committee and is therefore required to make such an appointment.
