Summary of the contracting process

Royal Berkshire Fire Authority commissioned a business rates review of its property estate in Berkshire. The work covers the business rates charged on properties owned by the Authority, including fire stations and investment properties, to identify whether appeals against the underlying rateable values could produce ongoing savings. The service includes reviewing the relevant properties and their rateable values, considering whether there is a justified basis for appeal, and supporting the Authority’s efforts to reduce its annual business rates bills. Payment is based on a commission linked to demonstrable savings, under a no-win, no-fee arrangement. The procurement is for services relating to commercial property and is delivered across the Authority’s estate in Berkshire.

This procurement has been awarded and the contract is active. Royal Berkshire Fire Authority used a below-threshold limited competition, conducted as a three-quote process under its Contract Standing Orders. One completed lot was awarded to RYAN PROPERTY TAX SERVICES UK LIMITED. The contract was signed on 19 August 2026 and runs from 20 August 2026 to 31 March 2029. Its estimated value is £50,000 excluding VAT, or £60,000 including VAT; the final amount depends on the savings achieved. The commercial model is a percentage commission on total savings across the listed sites, with no payment due where the reviews produce no rebates. The contract’s estimated value was based on a previous contract and may change with the savings delivered.

This requirement shows demand for specialist business rates and property tax advice from a supplier able to review a public-sector property portfolio, assess rateable values and identify credible grounds for challenging them. A credible competitor would need practical knowledge of the Valuation Office Agency’s role and business rates appeals, together with the analytical capacity to assess multiple sites, including operational buildings and investment properties. The buyer’s preferred commercial model rewards demonstrable savings rather than charging where no rebate is achieved, so suppliers would need the financial resilience to work on a performance-related, no-win, no-fee basis. Relevant experience should include turning property and valuation analysis into evidenced reductions in recurring business rates liabilities for a public authority.

Notice Information

Notice Title

Business Rates Review

Notice Description

Royal Berkshire Fire Authority (the Authority) requires a review of the business rates charged on its estates to ascertain if any ongoing savings could be achieved by appealing the underlying rateable value (RV) of each property owned, including investment properties and fire stations. The Authority will pay the commission rate (%) if there are demonstrable savings. If there are no rebates from these reviews, then the Authority is not liable for any payment. Business rates bills are generated annually by the Local Authorities across Berkshire based on the RV and issued to the Authority. The Valuation Office Agency (VOA) is responsible for setting and periodically reviewing the values. Still, property owners can appeal at any time if there is a justified reason. The procurement process was a 3-quote process conducted under the Contract Standing Orders. A Request for Quote email was sent to three suppliers, detailing a 3-year contract period and a commission rate based on total savings across all listed sites for the duration of the contract, based on a no-win, no-fee basis. The Authority has made an estimate for the contract value. This is based on a previous contract. As this is an estimate, the contract value could potentially change based on the savings that the supplier can achieve.
