Summary of the contracting process

Gloucester City Council commissioned professional architectural, construction and engineering services for the GL1 Leisure Centre Contract 2 and Stage 3 Design. The work progresses the design from RIBA Stage 3 to Stage 4, covering technical design, detailed specifications, construction details and schedules. The appointed service also leads the design team, coordinates architects, structural and building services engineers and other specialists, manages design reviews and sign-off, supports Building Control approvals, and provides buildability, temporary works and manufactured component advice. It includes developing contractor’s proposals and engaging the supply chain. The supplier must scope work packages, prepare tender documents, manage an open-book tender process and help evaluate and negotiate supply-chain appointments. The project is for the GL1 Leisure Centre in Gloucester.

This procurement is complete and has been awarded following a below-threshold limited competition. One completed lot was awarded to E G Carter & Co Ltd, with an active contract signed on 26 August 2026. The contract runs from 27 August 2026 to 29 January 2027. Its value is £144,401 excluding VAT, or £173,281.20 including VAT. The award covers professional services for architectural, construction, engineering and inspection work. Evaluation involved assessing cost, quality and programme implications, with appointments recommended on the basis of best value. The contract is an NEC4 Professional Services Contract Agreement. The council’s requirement included an open-book tender process for supply-chain packages, including preparation of drawings, specifications and schedules, tender management, bid evaluation, negotiations and recommendations.

This award indicates demand from Gloucester City Council for an integrated design and construction professional-services team able to take a leisure-centre project from developed design into technical design and delivery preparation. Relevant suppliers would need access to, or established relationships with, architects, structural engineers, MEP engineers, Building Control specialists and other technical consultants. Credibility would also depend on strong design coordination, design management, value engineering, regulatory compliance and construction buildability expertise. Experience advising on temporary works, manufactured components, interfaces and tolerances would be useful, as would the ability to develop contractor’s proposals that meet employer requirements. Firms should also be capable of engaging subcontractors and suppliers, defining work packages, producing tender documentation, running transparent open-book competitions and evaluating cost, quality and programme together.
