Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned locally commissioned general practitioner services for Tramways Medical Centre in Sheffield. The service is intended to enhance and operate alongside the existing GP Framework contract, rather than as a standalone service. Delivery is centred on the medical centre and its patient population in Sheffield. The requirement covers an established primary care service delivered by a GP provider, with the commissioned activity integrated with the provider’s existing framework obligations. The selected supplier, Tramways Medical Centre, is a small or medium-sized enterprise. The buying organisation is the NHS South Yorkshire Integrated Care Board, based in Sheffield, and the procurement falls within health care services.

This procurement has reached award and contract stages. NHS South Yorkshire Integrated Care Board used a limited direct award procedure without a prior call for competition under the Health Care Services (Provider Selection Regime) Regulations 2023. The contract was awarded to Tramways Medical Centre, with one bid recorded, and signed on 1 April 2026. The service period runs from 1 April 2026 to 31 March 2027. The contract record states a value of £1. The underlying service is paid on activity at local prices, so the overall contract value is not fixed in the procurement description. Evaluation was based entirely on quality, with cost given no weighting. The recorded lot is cancelled, while the award and contract are active.

This award shows demand for GP locally commissioned services that are tightly integrated with an existing GP Framework contract. A credible future competitor would therefore need to be an established GP provider able to hold or work through the relevant GP Framework arrangements and deliver the additional locally commissioned services alongside them. The requirement depends on operational interdependency between the framework and the locally commissioned service, so experience in coordinated primary care delivery and the ability to meet the contract and service specification criteria would be important. Providers should also be able to manage activity-based delivery and local pricing, while demonstrating strong service quality: quality was the sole recorded evaluation basis. The incumbent is an SME, indicating that this scale of primary care delivery can be undertaken by a smaller provider.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
