Summary of the contracting process

NHS South Yorkshire Integrated Care Board commissioned a locally commissioned general practitioner service to support and enhance its existing GP Framework contract. The service is for University Health Service HC and is delivered in Sheffield. It is a healthcare service rather than a supply or construction opportunity, covering GP provision under the local commissioning arrangements. The requirement is designed to operate alongside the GP Framework and is not intended to stand alone, so delivery depends on the relationship between the two services. The buyer is the NHS South Yorkshire Integrated Care Board, based in Sheffield. The selected provider, University Health Service HC, is a Sheffield-based small or medium-sized enterprise. The relevant service classification is general-practitioner services (CPV 85121100).

The procurement has been awarded and the tender is complete. NHS South Yorkshire Integrated Care Board selected University Health Service HC through direct award process A under the Provider Selection Regime for healthcare services, using an award procedure without prior publication of a competition notice. The award decision was made by the Portfolio Lead – Transformation & Delivery (Contracting), with no conflicts of interest identified. University Health Service HC was the sole bidder and the active award relates to the GP locally commissioned services requirement. Evaluation was based entirely on quality, with quality weighted at 100% and cost at 0%. The contract period is 1 April 2026 to 31 March 2027. The contract was signed on 1 April 2026. Its recorded value is £1, although the service is paid according to activity at local prices and the overall contract value is unknown.

This award indicates demand for GP locally commissioned services that complement, rather than replace, an existing GP Framework arrangement. A credible competitor would therefore need to be an established GP provider able to hold or work through the relevant GP Framework contract, meet the associated contract and service-specification requirements, and deliver the locally commissioned services as an integrated part of that provision. The requirement favours organisations with operational GP capacity, the clinical governance and quality systems needed for primary care delivery, and the ability to manage activity-based payment against locally set prices. The selected supplier is an SME, showing that delivery is achievable by a focused provider rather than only by a large healthcare group. Experience of delivering existing GP services in Sheffield would also support credibility.

Lot Information

Lot 1

This contract Award has been made following direct award process A of the Provider Selection Regime.

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (GP) is because they are required to hold a contract via the GP Framework and deliver the LCS alongside these services; the LCS is designed to enhance the GP Framework contract and not stand alone, therefore, interdependency between the two services is paramount.

The provider is paid on an activity basis based on local prices, therefore the overall contract value is unknown.

The contract will be from 01/04/2026 to 31/03/2027

This is an existing service with an existing provider.
