NHS Cornwall and Isles of Scilly Integrated Care Board, acting with NHS Devon Integrated Care Board, is planning a WorkWell Central Hub service for the South West peninsula. The appointed provider will operate a core coaching team delivering light-touch, holistic and personalised support to participants across Cornwall, Devon and the Isles of Scilly. This is a health and social work service, covering the whole peninsula rather than a single local site. NHS South Central and West is providing procurement support.

The procurement is at the planning stage and is currently a market engagement exercise, not an invitation to tender. The commissioners are seeking market feedback through an online questionnaire, with responses planned by 1 October 2026. Providers must register their interest in the opportunity to access the draft specification and questionnaire. The commissioners expect the service contract to run from April 2027 to March 2031, with the published lot showing an initial period from 1 April 2027 to 1 April 2029 and a renewal option. The estimated value is £1.5 million excluding VAT, or £1.8 million including VAT. The service is above the relevant threshold and falls under the light-touch regime. The single planned lot is identified as suitable for SMEs and VCSEs.

WorkWell is a national service commissioned across England by local Integrated Care Boards. It is an early-intervention work and health coaching and support service for people whose mental or physical health makes work a struggle. It offers light-touch, holistic, personalised coaching and support which is designed to prevent people from falling out of work because of health (or help them back quickly, before they become entrenched in health-related economic inactivity). Cornwall & Isles of Scilly, acting also on behalf of Devon ICB, wishes to contract the hub service strand of WorkWell in the SW peninsula region, which will employ a core coaching team providing coaching and support to participants across the whole of the Cornwall, Devon & Isles of Scilly peninsula for the period April 2027 to March 2031.
