Summary of the contracting process

The Home Office is procuring digital exposure analysis and related security services for the Chair and Panel members of an inquiry. The supplier must identify accessible digital information that could create a personal security risk, including details that might reveal individuals’ addresses, family members, contact information, regular locations, medical history, internet or social media activity, financial or business information, or other sensitive data. The work includes developing a mitigation plan for each subject, setting out how information should be removed or otherwise managed. The supplier may also be required to carry out some or all of those mitigating actions. The service is classified as investigation and security services and is delivered for the Home Office’s inquiry activity.

The procurement reached tender: the Home Office invited offers through a below-threshold open competition. Enquiries had to be submitted by 21 September 2026 at 17:00, and tender submissions were due by 23 September 2026 at 16:00. Submissions are to be made through Jaggaer, with electronic submission marked as not allowed. The contract is scheduled to run from 28 September 2026 to 27 September 2027, with an option to renew for one further year, potentially extending to 27 September 2028. The estimated value is £50,000 excluding VAT and £60,000 including VAT. This is a single lot, identified as suitable for SMEs. The award basis is the most economically advantageous tender for the services, with places awarded to suppliers demonstrating the strongest overall offer.

This opportunity suits suppliers experienced in open-source intelligence, digital investigations, online risk assessment and protective security. Strong candidates will need to find and assess publicly accessible digital information across internet and social media sources, identify material that could expose personal or sensitive information, and explain the resulting security risks clearly. They will also need to produce a practical mitigation plan for each subject, covering removal or other digital risk-reduction measures, and may need the operational capability to complete those actions themselves. The requirement favours suppliers able to handle sensitive personal data securely, work methodically across multiple information sources, produce clear subject-specific reports, and deliver effective remediation within a demanding inquiry timetable. The published opportunity is explicitly suitable for small and medium-sized enterprises.

Notice Information

Notice Title

Digital Exposure Analysis

Notice Description

The Analysis is intended to identify all accessible digital data that may pose a security risk to the Chair and Panel members. The supplier will be required to identify all available digital information that may lead to whole or partial identification of the subject's personal address(es); their family members identities, likeness, personal or work address(es) or contact information; locations they frequent; personal or individual contact information; medical history; internet and social media history; financial or business information other than that declared publicly in the course of their duties; or any other data that may give rise to security risk. The supplier will be required to develop a mitigation plan, detailing steps to be taken to remove the data or otherwise digitally mitigate the risk it creates. This and the analysis will be contained together in a single report per subject to be produced by the supplier. The supplier may be required to complete some or all of the mitigating actions proposed in the report. The Inquiry timeline requires that public evidential hearings begin in December 2026. It is imperative that mitigating actions have been successfully concluded by the commencement of hearings to enable the Chair and Panel to proceed with their work confident in their personal security.
