Summary of the contracting process

Surrey County Council plans to commission a specialist children’s and young people’s service covering assessment, mobility training, habilitation and independent living skills. The service is for children and young people aged 0 to 19 with vision impairment, including those with multi-sensory impairment or who are deafblind. Its purpose is to build independence, confidence, inclusion and wellbeing, helping service users participate fully in education, family life and their local communities. The service will be delivered across Surrey, for children and young people supported by the Council’s vision impairment service. The Council states that approximately 590 children and young people are currently open to that service, with the commissioned provider expected to work with up to 120 each year. This is a health and social work service.

This procurement is at the planning stage: Surrey County Council has announced its intention to recommission the service, but has not invited tenders. It is expected to be run as an above-threshold light-touch services procurement under the Procurement Act 2023. The opportunity is planned as one lot. The Council expects the contract to run from April 2027 to March 2029, with a possible extension or renewal taking the maximum end date to March 2032. The Council is holding a virtual market engagement event on 16 October 2026 to explain its future commissioning plans, discuss the proposed delivery model and gather supplier feedback. Providers are expected to register by 5 October 2026; attendance is limited to two people per organisation. Attendance will not create preferential status or commit the Council to a future award.

The planned service should suit organisations with established expertise in habilitation, mobility and independent living support for children and young people with vision impairment, including deafblindness and other multi-sensory impairments. Providers are likely to need the specialist staff, safeguarding arrangements, assessment methods and practical training capability required to support children aged 0 to 19 across education, home and community settings. The scale is suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Organisations preparing to compete should consider how they would evidence outcomes in independence, confidence, inclusion and wellbeing, and how they would meet the Council’s stated policy requirements on social value, sustainability and modern slavery. The market engagement event offers a chance to comment on the proposed service model.

Notice Description

Surrey County Council is seeking a provider to deliver assessment, mobility, habilitation and independent living skills support for children and young people aged 0-19 years with vision impairment, including those with multi-sensory impairment (MSI) or who are deafblind. The service will promote independence, confidence, inclusion and wellbeing, enabling children and young people to develop the skills they need to participate fully in education, family life and their local communities. Currently there are approximately 590 C&YP open to PSS (VI). We expect the provider to annually work with a maximum of 120 children and young people for the life of this contract April 2027-March 2032.

Planning Information

Surrey County Council is planning to recommission Sensory Services for Children and Young People in accordance with the Procurement Act 2023. As part of the pre-procurement engagement process, we would like to invite current and prospective providers to participate in a virtual market engagement event. The purpose of the event is to: • Provide an overview of the current service and Surrey County Council's future commissioning intentions. • Provide information and signpost suppliers to resources relating to the Procurement Act 2023 and its implications for bidders. • Outline key policy requirements that will apply during the procurement process, including Social Value, Sustainability and Modern Slavery. • Seek feedback from the market on the proposed commissioning approach and future service delivery model. • Provide an opportunity for suppliers to ask questions and engage in discussion with the Council. Registration details: Providers wishing to attend should send an email to Eve Siewierski eve.siewierski@surreycc.gov.uk or Omar Mobin omar.mobin@surreycc.gov.uk by 5th October 2026. The event will be held on 16th October 2026. This event will be delivered virtually via Microsoft Teams. Any procurement resulting from this event will be publicly advertised in accordance with legal requirements, and all organisations wishing to participate will need to submit a response to the advertisement once it is published. Providers who do not attend this Market Engagement Event will still be able to apply for the procurement in the future
