Summary of the contracting process

The London Borough of Lambeth intends to commission short-break services for disabled children and young people in London. The services will provide positive activities, support independence, build friendships and help children and young people achieve personal outcomes, while giving families and carers a break from caring responsibilities. The scope may include community-based activities, group provision, specialist support and holiday activities, shaped around the needs and interests of each child or young person and their family. This procurement is at the planning stage: Lambeth has stated its intention to procure but has not issued an invitation to tender. It is planned as a light-touch services procedure and is above the applicable threshold, with one planned contract. The estimated value is £9,702,000 excluding VAT and £11,642,000 including VAT. The expected contract period is 1 April 2027 to 31 March 2031, with a possible extension to 31 March 2033; renewal is envisaged. Lambeth expects to publish a further notice by 30 October 2026. Preliminary market engagement is scheduled to run until 25 September 2026, allowing prospective providers to contribute before the procurement is developed.

The work will suit established providers of short breaks, disability support, children’s activities, community services, group programmes, specialist provision or holiday schemes. Relevant organisations should be able to work directly with disabled children and young people, understand differing support needs and interests, and provide safe, positive activities that promote independence, friendships and personal outcomes. Family-focused providers able to give carers a reliable break will also be well placed. Lambeth has indicated that the service model may combine community-based activities, group provision, specialist support and holiday activities, so organisations with one or more of these capabilities should prepare to explain their delivery approach. Small and medium-sized enterprises and voluntary, community or social enterprises are identified as suitable.
