Summary of the contracting process

Procurement for Housing Limited is establishing a dynamic purchasing system for capital works projects and associated services for its member organisations. The work will be delivered throughout England, Wales and Northern Ireland. It covers building completion and related housing improvement activity across twelve categories: whole-house works, kitchens, bathrooms, heating, electrical work, windows and doors, insulation, roofing, cyclical painting, disabled adaptations, skips and waste collection, and scaffolding. This is a works opportunity suited to contractors and specialist providers delivering refurbishment, maintenance, installation, adaptation, waste or access services for housing properties. Organisations may apply to become qualified suppliers in one or more categories, allowing relevant specialists to pursue the areas that match their capabilities.

The procurement has reached tender: the buyer invited organisations to apply for qualification through a dynamic purchasing system. The system is intended to run for an initial five years, with an option to extend for up to a further five years. It is divided into twelve categories, covering whole-house works, kitchens, bathrooms, heating, electrical work, windows and doors, insulation, roofing, cyclical painting, disabled adaptations, skips and waste collection, and scaffolding. At each Invitation to Tender stage, PfH members will set the detailed requirement, specification, delivery model, pricing model and contract form. The arrangement is intended to support capital works projects and associated services commissioned by PfH members across England, Wales and Northern Ireland.

The opportunity suits businesses with established capability in housing refurbishment, building completion and property improvement, as well as focused specialists in kitchens, bathrooms, heating, electrical installations, windows and doors, insulation, roofing, painting, disabled adaptations, waste collection or scaffolding. Suppliers can seek qualification in one or more relevant categories rather than covering the full range of works. Successful participants will need the capacity to respond to requirements issued by PfH members and to work to the specification, delivery model, pricing model and contract terms set for each Invitation to Tender. It is therefore relevant to contractors with housing-sector delivery experience, reliable operational capacity and the specialist workforce, equipment and supply-chain arrangements needed for capital works.
