Summary of the contracting process

MAKERS MANAGEMENT COMPANY LTD and OTTO MANAGEMENT COMPANY LTD are preparing to appoint a service provider for residential building manager services across two developments. The requirement covers integrated, hotel-quality facilities and property management in non-social, multi-tenure residential environments, including the long-term maintenance and management of significant residential and commercial assets. The service is intended to provide proactive asset and property management, efficient and customer-focused delivery, effective management of mixed-tenure settings, and the protection and enhancement of asset condition and value. It will also involve relationships with residents, occupiers and other stakeholders, together with a soft-landing approach to mobilisation and ongoing management. The London Borough of Hackney is hosting the engagement administratively, but is not the legal buyer for this requirement.

This process is at the planning stage and is a preliminary market engagement, not an invitation to tender. The buyers are seeking market views to inform the business case, service requirements and procurement strategy. Interested organisations are asked to complete a market engagement questionnaire through the ProContract eTendering Portal, with responses requested by 28 September 2026 at 12:00. An Industry Day is also planned, allowing providers to meet the landlord’s representatives and project team and raise concerns, risks or other matters. The procurement is above the relevant threshold and is divided into one lot. The anticipated contract period is 1 January 2027 to 31 March 2032, with renewal provision potentially extending it to 31 March 2034. The future notice is expected on 1 October 2026.

This engagement will suit established residential, facilities and property management providers able to manage substantial non-social, multi-tenure portfolios combining residential and commercial assets. Relevant experience is expected in long-term maintenance, proactive asset management, resident and occupier services, stakeholder relations and maintaining or improving buildings’ condition and value. Providers should be able to deliver consistently high-quality, customer-focused services across mixed-tenure environments and demonstrate how they would integrate mobilisation with continuing operations through a soft-landing approach. The buyers are particularly seeking informed views from experienced market organisations on how the desired outcomes can best be achieved, including potential service, delivery and risk considerations. Businesses with suitable operational capacity and experience should use the engagement to shape the developing requirements, rather than treat it as a current tender opportunity.

Market Engagement Provision of Residential Building Manager Services 2026

Notice Description

The Makers and Otto are preparing to undertake a procurement exercise to appoint a high-calibre Service Provider to manage two developments, delivering integrated, "hotel-quality" facilities and property management services. It is anticipated that interested organisations (Service Provider) will be able to demonstrate relevant expertise and experience in managing non-social, multi-tenure residential environments, including the long-term maintenance and management of significant residential and commercial assets, while fostering positive community and resident satisfaction. The model Service Provider will demonstrate a commitment to: proactive asset and property management; efficient, high-quality and customer-focused service delivery; effective management of multi-tenure environments; maintaining and enhancing the long-term value and condition of the assets; fostering positive relationships with residents, occupiers and other stakeholders; and the seamless integration of a "soft landing" approach to service mobilisation and ongoing management. The Makers and Otto wish to understand from leading market providers how the desired outcomes for the service might best be achieved and are therefore undertaking this Preliminary Market Engagement exercise.
