North Yorkshire Council is developing a Live Well at Home framework for adult social care services across the North Yorkshire Council area. The services will include social work and related support, social work without accommodation, and home-help services (CPV 85300000, 85312000 and 98513310). The planned framework has six areas: The Towns, The Dales, The Moors, The Coast, countywide Specialist Care and countywide Extra Care. It is intended to support people to live well at home, with locality-based provision alongside specialist and extra-care services. The council expects the framework to cover its full administrative boundary. Providers will be able to offer services in designated locality areas and, separately, countywide specialist or extra-care provision.

This procurement is at the planning stage. North Yorkshire Council is gathering supplier information to assess scope and feasibility and help draft the future tender specification; it is not yet an invitation to tender. The council expects to use an open framework, with no limit on the number of appointed suppliers. It anticipates a seven-year arrangement: an initial three years, with two possible two-year extensions. The current planning value is £0, because demand-based requirements have not yet established a maximum framework value; the maximum will be confirmed in the future tender notice. The framework is expected to be divided into six lots. Providers may apply for up to two locality lots, plus the Specialist Care and Extra Care lots. Market engagement is scheduled for 1 October 2026, and a future notice is anticipated on 15 February 2027.

The framework is likely to suit established adult social care providers, home-care and home-help organisations, social care charities, voluntary and community organisations, and smaller enterprises able to deliver reliable support in North Yorkshire. Suppliers should prepare evidence of safe, person-centred care delivered in people’s homes, appropriate staffing and management capacity, and the ability to operate across selected localities or countywide specialist services. Experience supporting adults with differing care needs will be relevant, particularly for Specialist Care and Extra Care provision. Providers should also be ready to propose locality-based rates and explain how they would work collaboratively, since the council intends to develop provider alliances for the four locality areas. Notice Description

North Yorkshire Council (the Authority) is requesting information from suppliers to help determine the scope and feasibility of its requirement and to assist with drafting a future tender specification for Live Well at Home framework. The Authority is looking to set up an open framework for a total duration of 7 years (3 years with the option to extend for an additional 2 years and then an additional 2 years). There will be no limit to the number of suppliers that will be appointed to the framework. The framework will be split into 6 Lots covering the whole of the North Yorkshire Council boundary: * Lot 1 - The Towns * Lot 2 - The Dales * Lot 3 - The Moors * Lot 4 - The Coast * Lot 5 - Specialist Care (Countywide) * Lot 6 - Extra Care (Countywide) Providers will be able to apply to deliver services in up to two locality Lots (Lots 1-4). Providers can bid for Lot 5 and 6 in addition to the two locality Lots. As part of the application, providers will be asked to submit rates for the locality areas they are looking to operate in. Once the framework is established, the intention is to establish up to 10 provider alliances to cover Lots 1-4. The value within the notice has been published as PS0, as the service is demand based it is not yet known what the maximum framework value will be.
