Summary of the contracting process

Kent County Council plans to procure an integrated domestic abuse service across Kent. The work is divided into training, education and awareness, safe accommodation, and community support. Training and awareness services will support professionals, voluntary and community organisations and the wider public to recognise domestic abuse, improve early intervention, provide more consistent responses and strengthen multi-agency working. Safe accommodation services will support victim-survivors in refuges and in their own homes where a Sanctuary Scheme has been applied, together with accompanying babies, children and young people. Community support will be for victim-survivors aged 16 and over. The service will cover East Kent, North Kent, Mid Kent and West Kent; community support in West Kent will be provided only in Maidstone. The training and awareness lot is Kent-wide.

This is a planned procurement: Kent County Council has stated its intention to buy the service, but has not yet invited tenders. It expects to use a selective competitive flexible procedure, based on a restricted-style process in which organisations meeting the conditions of participation would be invited to tender. The procurement is above threshold and subject to the light-touch regime. The planned total value is £38,660,000 net (£46,392,000 gross), in five lots. Lot 1 is valued at £1,630,000 net (£1,956,000 gross); Lots 2 to 5 together are valued at £37,030,000 net (£44,436,000 gross). Contracts are expected to run from 1 February 2028 to 31 January 2031, with possible renewal to 31 January 2034. The buyer expects a further notice by 5 October 2026, enquiries until 5 October, expressions of interest by 16 October and an award decision by 5 April 2027.

The procurement should suit specialist domestic abuse charities, social enterprises, voluntary and community organisations, training providers and social care organisations, including smaller organisations and voluntary, community or social enterprises. Potential providers for Lot 1 will need the ability to design and deliver trauma-informed training, education programmes, awareness campaigns and resources for professionals, agencies and the public. Providers for Lots 2 to 5 will need operational experience of refuge or other safe accommodation, support for adults and children affected by domestic abuse, Sanctuary Scheme support, and community-based services for people aged 16 and over. Strong partnership working across statutory, voluntary and community services will be important, as will the capacity to deliver consistently across the relevant Kent area. The stated focus is earlier identification, safer support, improved survivor experience and coordinated care.

Lot 1: Training Education and Awareness

The service element will foster a more trauma-informed, vigilant, and responsive community among both professionals and the wider public regarding domestic abuse. It will provide access to structured training sessions, education, and ongoing awareness campaigns, the following outcomes are anticipated: *Increased identification and early intervention: Staff across statutory, voluntary, and community sectors will be better equipped to recognise signs of domestic abuse, enabling earlier support and reducing escalation of harm. *Enhanced survivor experience: Survivors benefit from a more consistent, supportive response across all services, as professionals demonstrate improved understanding, sensitivity, and effectiveness in their interactions. *Empowered communities: Through targeted awareness campaigns and educational resources, members of the public are better able to identify domestic abuse, challenge harmful behaviours, and seek help or signpost others to support. *Improved multi-agency collaboration: Training and education facilitate shared language, values, and protocols, resulting in better coordination between agencies and more holistic care for those affected by domestic abuse.

KIFDAS Safe Accommodation and Community Support

This service element will be split over four lots to deliver. *Safe accommodation support to all victim/survivors living in refuge (regardless of risk level) and their accompanying babies, children and young people; *Safe accommodation support to all victim/survivors living in their own home where a Sanctuary Scheme has been applied (regardless of risk level), and their accompanying babies, children and young people; *Community-based support to all victim/survivors (16 years and over) regardless of risk level; * Lot 2 - KIFDAS Safe Accommodation for Babies, Children, Young People and Adults and Community Support for Adults - East Kent * Lot 3 - KIFDAS Safe Accommodation for Babies, Children, Young People and Adults and Community Support for Adults- North Kent * Lot 4 - KIFDAS Safe Accommodation for Babies, Children, Young People and Adults and Community Support for Adults- Mid Kent * Lot 5 - KIFDAS Safe Accommodation for Babies, Children, Young People and Adults and Community Support for Adults- West Kent (Note Community Support will only be provided in Maidstone)
