Summary of the contracting process

National Grid Electricity Transmission plc intends to procure two fully integrated, road-legal, trailer-mounted mobile transformer oil processing vehicles for use at operational substations and construction sites across the United Kingdom. The goods will include transformer oil treatment plant for filtration, drying, degassing and vacuum processing, with a minimum processing capability of 7,500 litres per hour at 50°C. Each vehicle must integrate vacuum systems, onboard power generation, fuel storage, controls and automation with PLC/SCADA, monitoring, alarms, data recording and remote access. The scope also covers welfare and operational facilities, safety and environmental protection, testing, commissioning, technical documentation, training, warranty, maintenance and lifecycle support. Relevant classifications include special-purpose vehicles, trailers, oil filters and control equipment.

This procurement is at the planning stage: National Grid has announced its intention to procure but has not yet invited tenders. It expects to use a selective competitive flexible procedure under the utilities regime for an above-threshold goods contract. Suppliers are expected to submit an expression of interest by 7 December 2026; the planned tender notice date is 30 November 2026, and the expected award decision date is 1 September 2027. The planned contract period is 1 October 2027 to 29 September 2031, with possible extension by mutual agreement to 29 September 2033. There is one planned lot. National Grid may purchase up to two additional equivalent vehicles, subject to business requirements, funding approval and satisfactory initial performance. Expressions of interest and tender submissions are to be in English.

The requirement will suit manufacturers and specialist engineering suppliers able to design and build bespoke mobile transformer oil treatment and vacuum-processing equipment, or lead an integrated delivery team covering trailers, vehicles, process plant, power generation, instrumentation and control systems. Suppliers should be prepared to demonstrate the capacity to deliver two complete field-deployable assets and support their operation across a national electricity transmission network. Relevant capability includes transformer oil filtration, drying and degassing; vacuum treatment; PLC/SCADA integration; road-legal trailer manufacture; factory and site acceptance testing; commissioning; operator and maintainer training; technical documentation; spares; warranty and after-sales support. The specification also calls for compliance with applicable UK legislation and industry standards, including safety, fire protection and environmental controls.

Notice Description

National Grid Electricity Transmission (NGET) is seeking a supplier to design, manufacture, supply, commission and support two (2) fully integrated, trailer-mounted mobile transformer oil processing vehicles, with an option, at NGET's sole discretion, to purchase up to two (2) additional equivalent units under the resulting contract. Any additional purchases will be subject to business requirements, funding approval and satisfactory performance of the initial units. The solutions shall be road-legal, self-contained and suitable for deployment at operational substations and construction sites throughout UK. The scope includes: * Design, manufacture, testing, supply and delivery of two (2) mobile transformer oil processing trailers, with an option for NGET to purchase up to two (2) additional equivalent units under the resulting contract. * Provision of transformer oil treatment plant capable of oil filtration, drying, degassing and vacuum processing operations, including a minimum oil processing capability of 7,500 litres/hour at 50degC. * Integrated vacuum systems capable of transformer and chamber vacuum treatment, both independently and simultaneously. * Supply of an onboard power generation system including generator, fuel storage, distribution equipment and changeover facilities for external power sources. * Installation of monitoring, control and automation systems, including PLC/SCADA functionality, process alarms, operational data recording and remote-access capabilities. * Provision of welfare facilities, environmental controls, storage arrangements and operational workspaces suitable for field personnel. * Incorporation of all required safety, fire protection, emergency lighting, access and environmental protection systems in accordance with applicable UK legislation and industry standards. * Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), commissioning and demonstration of operational performance. * Delivery of complete technical documentation, operating manuals, maintenance schedules, drawings, software licences and spare parts recommendations. * Provision of operator and maintainer training, warranty support, technical assistance and after-sales service arrangements for the lifecycle of the asset. Expected Outcome: Two (2) fully operational mobile transformer oil treatment and vacuum processing vehicles that enable safe, reliable and efficient transformer oil conditioning, moisture removal, degassing and associated maintenance activities across the NGET transmission network, while maximising operational availability and long-term asset value. The resulting contract will also provide NGET with the option to procure up to two (2) additional equivalent units, subject to business requirements, funding approval and satisfactory performance of the initial units.
