Summary of the contracting process

The Ministry of Defence is procuring an audio-visual solution for CSOC functional areas. The requirement covers the complete service, including equipment and installation, assurance, ongoing support, user training and high-level acceptance arrangements. It is classified as a teleconferencing service and falls within the defence and security regime. The buying organisation is the Ministry of Defence, based in Northwood. The procurement is suitable for small and medium-sized enterprises, although the selected supplier is an established specialist with an existing solution and proprietary technical knowledge. The requirement is for a single service package rather than separate lots, so businesses would need to provide or coordinate the full audio-visual solution and its associated support services.

The procurement is complete and was awarded through a direct award to Excel AV Ltd. The authority justified excluding competition on technical grounds, stating that Excel AV was the only supplier able to provide and support an accredited audio-visual solution meeting the Ministry of Defence’s specific security and operational requirements. The award value is £2,083,000 excluding VAT, or £2,499,600 including VAT. The contract period is 17 October 2026 to 16 October 2027, with options for a further two years plus one year. The award is above the applicable threshold. The award covers the single service package and the evaluation basis was the authority’s technical-reasons justification for a direct award rather than a competitive assessment.

This procurement indicates demand for secure, accredited audio-visual and teleconferencing capability within a central government defence environment. A credible future competitor would need to demonstrate an existing solution that can meet demanding security and operational requirements, together with the technical knowledge to support it. Relevant capability includes solution design, systems integration, installation, assurance and accreditation, as well as user training and continuing support. The authority’s rationale also shows that established proprietary knowledge and the ability to work quickly within a constrained delivery programme were important. Suppliers without the necessary security understanding, accreditation experience, integration expertise and support capacity would be poorly placed. Specialist SMEs may be relevant where they can provide the complete capability directly or through a robust delivery partnership.

Notice Description

Procurement Information

- Direct Award to Excel AV is justified under Paragraph 6 (Technical Reasons). Competition is absent for technical reasons because Excel AV is currently the only supplier able to provide and support an accredited Audio Visual (AV) solution that meets the specific security and operational requirements of the MOD. - Excel AV has the necessary specific technical knowledge already in place due to its existing solution and proprietary knowledge. - The equipment is required to be installed by November 2026. An alternative supplier would not be able to carry out the familiarisation, solution design, integration and accreditation work required within this time frame, resulting in both cost and delay to the service.
