Summary of the contracting process

Betsi Cadwaladr University Health Board procured ophthalmic community health services for the central and west integrated health community in North Wales, centred on ECLO provision at Gwynedd Hospital. The service supports ophthalmology patients of all ages, their families and carers, particularly people affected by sight loss. Requirements include person-centred needs screening, advice, emotional and practical support, signposting and referrals; guidance on visual impairment certification and registration; falls-prevention support; advocacy; and navigation of health, social care and voluntary-sector services. The provider must maintain referral networks, patient records and service information, gather feedback, support evaluation and improvement, provide visual-awareness training, attend clinical meetings and networks, and work collaboratively with multidisciplinary teams, eye-clinic staff and wider stakeholders.

The procurement has reached the award stage, with RNIB selected as supplier and an active contract signed on 18 September 2026. The contract value is £12,971.50. Betsi Cadwaladr University Health Board used Direct Award Option 2 under the Health Services (Provider Selection Regime) (Wales) Regulations 2025, described as a limited award procedure without prior publication of a competition notice. The evaluation weighted quality at 40%, value at 25%, social responsibility at 15%, collaboration and service sustainability at 10%, and improving access and reducing health inequalities at 10%. The process covered one service lot, and one bid was recorded, from an SME. The service lot is marked cancelled, although the award and contract are recorded as active.

This requirement points to demand for specialist sight-loss support embedded in NHS ophthalmology services rather than stand-alone clinical treatment. A credible competitor would need staff able to provide sensitive, person-centred information, emotional support, advocacy, needs assessment and referral across health, social care and voluntary-sector organisations. Experience of eye-clinic pathways, Certificate of Visual Impairment processes, falls prevention, safeguarding, data protection and accurate record-keeping would be relevant. The service also calls for multidisciplinary collaboration, staff training, patient feedback, audit participation, service evaluation and continuous improvement. Providers should be able to maintain comprehensive local information resources, support volunteers, contribute to professional networks and demonstrate social responsibility, improved access and reduced health inequalities alongside service quality and value.
