Summary of the contracting process

United Utilities Water Limited intends to procure packaged final effluent monitoring stations for wastewater treatment works across the United Kingdom. The goods will support standardised monitoring under its Project Blueprint programme and AMP8, including sites receiving numeric and phosphorus consents for the first time, as well as replacement or upgraded monitoring equipment. The systems are expected to use United Utilities’ framework instruments, with instruments and displays mounted in glass-reinforced plastic kiosks on suitable backboards. Configurations will include turbidity measurement for biochemical oxygen demand, chemical oxygen demand and suspended solids; ammonia and pH monitoring; and phosphorus-removal monitoring for phosphorus and iron, with space to add pH as an option. The procurement covers analysers, measuring instruments, analysis apparatus and industrial process-control equipment. Work will be delivered across the United Kingdom.

This is a planned procurement: United Utilities has announced its intention to buy, but has not invited tenders at this stage. The expected procedure is an open competitive flexible procedure for a utilities procurement, likely using an open framework agreement with competition reopened for call-offs. The framework structure, supplier appointment arrangements, duration and call-off process are still being finalised. The buyer expects the next notice in February 2027, with bids expected by 31 May 2027, enquiries by 16 May 2027 and an award decision by 30 June 2027. United Utilities require the standardisation of the final effluent monitoring stations as part of UU's Project Blueprint programme. Project Blueprint is UU's strategic standardisation programme, focused on creating and deploying standardised assets, systems and solutions across the business. By adopting an industrialised approach to the design, procurement and delivery of assets, Blueprint aims to reduce engineering and commercial effort, improve delivery efficiency, lower whole-life costs and carbon emissions, and enhance operational consistency. All wastewater treatment works require final effluent monitoring. As part of AMP8 we have a large number of sites picking up numeric and phosphorous consents for the first time. Due to these 'first time' and additional consent projects are also coupled with a need to replace/update existing sites monitoring equipment sample systems are required for wastewater. Scope; To provide packaged final effluent monitoring stations using UU Framework Instruments. Instruments/displays are required to be mounted within a GRP kiosk on a suitable backboard arrangement. Variants include but are not limited to; To cover 'standard' sanitary determinants using turbidity (BOD, COD, Suspended Solids) To cover Ammonia & pH To cover p-removal - phosphorous (P and Fe), with space to add pH as an option
