Summary of the contracting process

Procurement for Housing Limited is establishing a dynamic purchasing system for building compliance services and associated works for its housing-sector members. The requirement covers repair and maintenance services for building installations, with projects delivered for participating members across England, Wales and Northern Ireland. The system is divided into 17 categories, allowing organisations to apply for qualification in one or more areas. At later invitation-to-tender stages, participating members will define the specific requirements, technical specification, delivery model, pricing model and contract form for each project. This opportunity therefore suits providers of statutory and building compliance services, together with contractors able to undertake related installation, repair or maintenance works across the stated territories.

The process reached tender: Procurement for Housing Limited invited suppliers to submit offers through a dynamic purchasing system. The system is intended to run for an initial five-year period, with an option to extend for up to a further five years. It is divided into 17 categories, and suppliers may seek qualification in one or more categories rather than applying to the whole requirement. Specific projects will be competed through invitations to tender issued to qualified suppliers, with the relevant member setting the project requirements, specification, delivery model, pricing model and contract form at that stage. The procurement uses a services category focused on building-installation repair and maintenance, under an EU public procurement legal basis.

This opportunity is suited to established compliance-service providers and building-services contractors that can deliver projects for housing organisations across England, Wales and Northern Ireland. Relevant capabilities include building-installation maintenance, inspection, testing, remedial work and associated compliance projects, depending on the categories selected. Suppliers can target only the categories that match their technical specialisms, which may also suit specialist subcontractors or focused regional providers with the ability to work for participating housing-sector members. Competitors should be able to respond to project-specific technical requirements, adopt different delivery and pricing models, and work under contract terms defined for each invitation to tender. The dynamic purchasing system may provide access to multiple future projects over its operating period.
