Summary of the contracting process

The British Council is procuring insurance brokerage services across the United Kingdom through two lots. The intended award period ends on 9 December 2026 at 23:59. Both contracts are planned from 1 February 2027 to 31 January 2035. Lot 1 is valued at £7,200,000 excluding VAT, or £8,640,000 including VAT; Lot 2 at £880,000 excluding VAT, or £1,056,000 including VAT. Lot 1 evaluation allocates 40% to commercial factors, 20% to service provision, 15% to the service team, 10% each to social value and service standards, and 5% to implementation. Lot 2 is evaluated on quality.

This opportunity suits established insurance brokers with the capability to place and manage centrally controlled corporate insurance programmes, and brokers with specialist fine art insurance expertise. Lot 1 particularly favours suppliers able to demonstrate a capable service team, reliable service provision, strong service standards, effective implementation and credible social value commitments, alongside a competitive commercial offer. Lot 2 is suited to firms with relevant fine art brokerage knowledge and the ability to provide a quality-led service. The requirement is explicitly suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so participation is not limited to large corporate brokers. Suppliers should be able to work in English and support the British Council’s UK-wide requirements.
