Summary of the contracting process

Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc are procuring a multi-supplier framework for 11kV indoor metal-enclosed primary switchgear for use across the SSEN electricity distribution network in the United Kingdom. The requirement covers design, manufacture, testing, certification, supply and delivery, with associated protection and control interfaces, engineering and technical support, installation and commissioning assistance, training, warranties, spare parts, lifecycle support, software, firmware, cyber-security and obsolescence management where applicable. Four lots cover conventional CT/VT fixed-pattern switchgear, LPIT-enabled fixed-pattern switchgear, conventional CT/VT withdrawable switchgear, and LPIT-enabled withdrawable switchgear. The framework will support asset replacement, network reinforcement, customer connections and strategic investment programmes. Forecast demand is approximately 2,600 panels over the framework lifecycle, although volumes are indicative.

The procurement has reached tender: the buyers invited offers through a selective competitive flexible procedure for a utilities framework, with suppliers able to apply for one, several or all four lots. Expressions of interest were due by 2 November 2026 at 12:00, and enquiries closed on 26 October 2026 at 12:00. The framework award decision is scheduled by 30 April 2027 at 23:59. Each lot has an estimated value of £105,000,000 excluding VAT, or £126,000,000 including VAT; these figures should not be combined. Each lot is planned to run from 1 July 2027 to 30 June 2035, with two possible one-year extensions to 30 June 2037. Awards will consider technical ability and capability, legal and financial capacity, and health, safety, quality and sustainability.

This opportunity suits manufacturers and specialist suppliers of medium-voltage electrical switchgear with the capability to design, produce, test, certify, deliver and support 11kV indoor primary equipment. Relevant expertise includes fixed-pattern or withdrawable assemblies, conventional current and voltage transformers, low-power instrument transformer technology, product approval or an approval strategy, and testing facilities. Bidders should be able to provide technical resources, UK support arrangements, engineering assistance, training, commissioning support, spares, warranties and lifecycle services. The buyers will assess relevant experience, manufacturing capacity, testing capability, quality management systems, health and safety arrangements, sustainability and organisational capability. Applicants must demonstrate appropriate economic and financial standing, with supporting financial and insurance information where required. Equivalent standards, certifications and evidence may be accepted.

Notice Description

Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc (SSEN) intends to establish multi-supplier Framework Agreements for the design, manufacture, testing, supply and delivery of 11kV indoor metal-enclosed primary switchgear for use across the SSEN Distribution network. The Framework will support asset replacement, network reinforcement, customer connections and strategic investment programmes throughout the remainder of ED2, ED3 and the early years of ED4. Current planning assumptions indicate forecast demand of approximately 2,600 switchgear panels over the anticipated Framework lifecycle, although these volumes are indicative only and no minimum volume or value of work is guaranteed. The procurement is structured across four lots: Lot 1: Conventional CT/VT Fixed-Pattern Switchgear Lot 2: LPIT-Enabled Fixed-Pattern Switchgear Lot 3: Conventional CT/VT Withdrawable Switchgear Lot 4: LPIT-Enabled Withdrawable Switchgear The Framework will support SSEN's wider switchgear standardisation strategy, intended to improve affordability, manufacturing efficiency, security of supply, supply-chain resilience, lead-time performance and whole-life asset value through increased standardisation and product rationalisation. Fixed-pattern switchgear remains SSEN's preferred architecture and is expected to account for the majority of Framework demand. Dedicated withdrawable lots have been included to support specific project requirements and future network investment needs. The scope may include, but is not limited to: - 11kV indoor metal-enclosed primary switchgear; - fixed-pattern and withdrawable switchgear assemblies; - conventional CT/VT and LPIT-enabled instrument transformer solutions; - protection and control interfaces; - manufacturer testing and certification; - technical support and engineering assistance; - installation and commissioning support services; - training, warranty and after-sales support; - spare parts and lifecycle support; and - associated software, firmware, cyber-security support and obsolescence management activities where applicable. Applicants may apply for one, multiple or all lots. Framework appointments and subsequent call-off opportunities will be awarded in accordance with the procurement documents.

The scope may include associated equipment, technical support, testing, certification, training, warranty, spare parts, lifecycle support and activities associated with product approval and deployment.

Conventional CT/VT Withdrawable Switchgear

Design, manufacture, testing, supply and delivery of 11kV indoor metal-enclosed withdrawable primary switchgear incorporating conventional current transformer (CT) and voltage transformer (VT) technology. The scope may include associated equipment, technical support, testing, certification, training, warranty, spare parts and lifecycle support services.
