Summary of the contracting process

Springboard Two Housing Association Limited is buying the design, supply and installation of fitted kitchens for a housing project in London. The work covers complete kitchen packages, from design through installation, rather than kitchen products alone. The procurement is classified as goods, but its scope includes installation work. The awarded package is linked to delivery in the United Kingdom; the published location data identifies no more specific delivery place. The buyer is a housing association based in London. The requirement arose after the project’s main contractor became insolvent, and concerns kitchen work already within the approved project scope, including completion of existing subcontractor work packages and associated obligations.

The procurement is complete and the contract was awarded to Nolte Kitchens Contracts Ltd on 23 September 2026. The award value is £1,117,426.17 excluding VAT (£1,340,911.40 including VAT). The contract period runs from 6 October 2026 to 1 December 2027, with provision to extend the end date to align with a revised works completion date, up to 1 March 2028. There is one lot. Springboard Two Housing Association used a direct award, relying on extreme and unavoidable urgency after the main contractor’s insolvency. The rationale limits the award to work packages already in the approved project scope and necessary to maintain continuity and address the immediate consequences. No award evaluation criteria are stated.

For suppliers assessing this buyer’s future kitchen requirements, this award demonstrates demand for a substantial, end-to-end fitted-kitchen package covering design, supply and installation within a housing project. A credible competitor would need to coordinate those capabilities and deliver existing project work packages while protecting partially completed works, maintaining site security and meeting health and safety requirements. The procurement route here was an urgent direct award prompted by the main contractor’s insolvency, not a standard competition; the buyer’s stated rationale confined the work to existing approved scope and associated obligations. Nolte Kitchens Contracts Ltd, an SME, was selected, showing that a smaller supplier can undertake a package of this scale. Experience delivering kitchens in live or disrupted construction programmes would be commercially relevant to a comparable requirement from this housing association.

Procurement Information

The Direct Award is proposed under Extreme and Unavoidable Urgency - Schedule 5(13) The insolvency of the main contractor has created an urgent and exceptional situation requiring immediate intervention to maintain site security, ensure health and safety compliance, protect partially completed works, and prevent significant delay to the delivery programme. NHG considers that the circumstances giving rise to this requirement were not reasonably foreseeable and were not attributable to any act or omission of the authority. The proposed direct awards are strictly limited to those works necessary to ensure continuity of delivery and mitigate the immediate consequences of the contractor's insolvency. The direct awards will only cover work packages that were already within the approved project scope and would have been undertaken irrespective of the contractor failure. No additional services, scope extensions or material changes to the contract, noting that some minor variations will likely occur for some packages but will be small in nature and not materially change the overarching scope, enhancement works, or new project requirements will be included. This ensures that the direct awards remain proportionate and confined to addressing the urgent circumstances that have arisen. Accordingly, any direct awards made under this justification will be restricted to the completion of the subcontractors' existing work packages and associated obligations. The direct awards will not be used to procure additional services, expand the scope of works (as above), or award unrelated future phases of the project.
