Summary of the contracting process

Durham County Council is seeking a provider of manned security guard services for NETPark, which comprises eight main buildings. The requirement is for on-site guarding rather than security products or works. The service supports the protection and security of the NETPark site and its buildings. The procurement is for security services, with delivery in County Durham at NETPark. The Council directs bidders to its Contract Specification for the detailed service requirements. Suppliers whose business is providing staffed security services are the most directly relevant; organisations offering only equipment, consultancy or unstaffed monitoring would not match the stated requirement. The work is procured as one service lot, rather than being divided into separate building or service-area contracts.

The Council invited offers through an open competition. This is a tender-stage procurement, not an award. The deadline for questions was 23 October 2026 at 12:00 UK time; bids were due by 28 October 2026 at 11:00 UK time. The estimated value is £395,000 excluding VAT (£474,000 including VAT). The initial contract period runs from 1 February 2027 to 31 January 2029, with an option for one further 24-month period, subject to performance and a requirements review; the maximum extent is 31 January 2031. Price carries 40% of the evaluation, mobilisation 25%, contract management 25% and social value 10%. The tender specifies one lot.

The Council considers the opportunity suitable for small and medium-sized enterprises. Bidders must be organisations approved under the Security Industry Authority’s Approved Contractor Scheme for Security Guard activities. The Council says it will verify that the bidding organisation appears on the SIA’s approved contractor list and will not accept subcontracting to meet this requirement. Suppliers therefore need the relevant organisational approval themselves, as well as the capability to mobilise and manage a staffed guarding service across eight buildings. The service requirements may change during the contract, including operational hours, staffing levels, locations and the nature of the services. The supplier must support temporary or permanent changes; payment is for services actually delivered, and reductions do not give the supplier an entitlement to additional compensation. Evaluation rewards mobilisation, ongoing management, price and social value.
