Summary of the contracting process

Derbyshire County Council is procuring residential rehabilitation services for people receiving drug and alcohol treatment and recovery support. The requirement covers residential placements commissioned individually through call-off arrangements from providers appointed to a framework. Services are classified as rehabilitation services and sit within the health and social care services category. Delivery is intended across England and Wales, rather than at a single council site. Providers would support people who need residential treatment and recovery provision, working within the service specification and call-off arrangements established by the Council. This suits organisations operating residential rehabilitation facilities and able to accept placements from a public-sector treatment and recovery service.

The procurement has reached tender: Derbyshire County Council invited offers through an open procedure under the Provider Selection Regime. It is a single-lot framework with a maximum of 20 providers, selected as the highest-scoring providers meeting the requirements. Offers were due by 23 October 2026 at 11:00 BST, with bid opening and the award period starting at 11:15 BST that day. The estimated value is £2.2 million excluding any further stated treatment of tax. The initial contract term is three years, with an option for one further 12-month extension, giving a maximum term of four years. Evaluation is weighted 80% quality and 20% price. Electronic and written submissions were permitted, and bids had to remain valid for 180 days.

This opportunity suits established residential rehabilitation providers with the operational capacity to deliver drug and alcohol treatment and recovery placements across a broad geographic area. Suppliers need to meet the suitability, economic and technical selection requirements set out in the procurement documents, so organisations should be able to demonstrate appropriate financial standing, relevant technical capability and a service model that meets the Council’s specification. The framework can accommodate up to 20 appointed providers, creating potential access to future individual placement call-offs for successful organisations. However, appointment does not guarantee any minimum number or value of placements. Providers should therefore be prepared to compete for call-offs and to deliver residential care consistently in line with the agreed arrangements.
