Summary of the contracting process

Chelmsford College is seeking a supplier to design and build a replacement website using ASP.NET. The site should use a mobile-first design and appeal to students, parents, local businesses and other user groups, while attracting prospective students. The work is website design and development. The College also requires the designs to meet WCAG accessibility standards. The service will be delivered in the United Kingdom.

The College invited offers through a below-threshold open competition. The procurement is a single lot and is reserved for small and medium-sized enterprises and voluntary, community and social enterprises. The estimated gross value is £50,000. The contract period runs from 1 February to 31 August 2027. Enquiries were due by 30 October 2026 at 23:59 UTC, and submissions by 6 November 2026 at 23:59 UTC. Electronic submission is allowed, with offers to be emailed to the College and labelled as tender submissions. Evaluation weights are usability (45%), a product demonstration (30%) and price (25%). The demonstration is expected to cover several pages and include a question session. The College may seek short-term ongoing support, to be confirmed before website delivery.

This opportunity suits a web development supplier with the capability to build and design websites in ASP.NET, deliver a mobile-first experience for varied audiences, and meet WCAG accessibility requirements. Suppliers should be able to demonstrate the proposed design through a presentation of several sample pages and explain how the website will work in practice. The usability assessment covers functionality, accessibility, and support and training for College staff, so relevant delivery and user-support experience will help suppliers address the evaluation. Small and medium-sized enterprises and voluntary, community and social enterprises are eligible under the participation reservation. The requirement is a focused website replacement rather than a multi-lot programme, with the option of possible short-term support after development.

Planning Information

We are looking to have our website written in ASP. net, however we understand this in not a popular language to use for websites. We are looking to gauge the level of interest as well as answer a couple of questions before we finalise our documents and go out to tender. We know that Umbraco is the biggest platform for websites written in ASP.net and so want to know a bit more about the system our questions are as follows: If the website is created using Umbraco are we able to host internally or will any site need to be hosted externally? we are looking to add a payment portal but have no fixed idea on what that would be what are the most commonly used ones for you? Our current internal system is Classic ASP, this is being updated to ASp.net do you forsee any issues connecting to our current setup? The value of this tender has been left blank could you advise us what you believe the costing for this project would be? What would be your projected timeline for this project as we want to avoid going live around September when we are busiest? if you are able to answer these questions please drop me an email at MilesC@Chelmsford.ac.uk and i can arrange a chat if necessary
