Summary of the contracting process

London Borough of Bromley is planning group-based school holiday short-break services for disabled children and young people aged 5 to 18, including those with complex behavioural, medical and mobility needs. The services aim to give children opportunities to relax, build friendships and independence, while giving parents and carers a break. Provision may include day, evening, weekend, school-holiday and after-school activities, befriending, leisure access, transition support and independence skills. Services may be delivered in children’s homes, activity centres or community settings in Bromley. The planned procurement covers social work and related services, with three service areas: physical activity for low-to-medium needs; creative activities for high medical or mobility needs; and a short-breaks hub coordinating community providers for children with low-to-high needs.

This procurement is at the planning and preliminary market-engagement stage. Bromley expects to issue one tender divided into three lots, with separate evaluations, awards and contracts. The planned service is expected to start on 24 July 2027. The anticipated contract period is three years, with two possible extensions of up to two years each, subject to performance; the stated lot period runs to 22 July 2034. The estimated value is £905,000 excluding VAT and £1,082,400 including VAT. Bromley is seeking informal expressions of interest, comments and queries to assess market interest, with communications requested by 5pm on 2 October 2026. The three lots require minimum delivery of 23 days at five hours daily, 29 days at six hours daily, and 24 days at five hours daily respectively.

The planned work will suit providers of specialist children’s short breaks, disability support, social care, youth services, holiday programmes and community-based activities. Relevant organisations may include small and medium-sized enterprises, voluntary, community and social enterprises, specialist charities, activity providers and partnership-led consortia. Providers should be prepared to support children and young people with a broad range of needs, including complex behavioural, medical and mobility requirements. Useful capability will include safe delivery of structured physical, creative, leisure and independence-focused activities; safeguarding and appropriate staffing; care for children requiring medical or mobility support; and experience working with families, carers and community organisations. The hub lot will particularly suit a lead provider able to identify, coordinate and quality-manage a network of community resources. Businesses can use the engagement stage to explain their delivery models and capacity.
