Summary of the contracting process

The Peak District National Park Authority is seeking a multidisciplinary consultancy to support its role as statutory consultee on the Peak Cluster carbon capture and storage pipeline application for a Development Consent Order. The work covers project management, co-ordination and administration, alongside specialist advice on infrastructure planning, landscape, cultural heritage, archaeology and ecology. It supports the Authority’s obligations throughout the DCO process under a planned agreement with Peak Cluster Ltd. Work relates to the project across the North West, Yorkshire and the Humber, the East Midlands and the West Midlands. This is a planning and environmental consultancy services opportunity, combining programme-level co-ordination with technical input from specialists across several disciplines.

The Authority invited offers through an open procedure. The contract is presented as one integrated requirement, rather than separate lots. The Authority specifically seeks previous experience of the full nationally significant infrastructure project and Development Consent Order process, so suppliers with relevant end-to-end DCO delivery experience are well placed. Bids need to demonstrate a clear understanding of the brief and context, effective working methods, and sufficient resources and capability across every required technical specialism. The Authority will assess the qualifications and experience of the bidder and its employees, assistants or subcontractors, as well as written technical references and experience delivering contracts for the Authority or other organisations. Suppliers must also explain how their work would benefit people and communities, including through wellbeing, economic or environmental improvements. Notice Description

The Peak District National Park Authority ("PDNPA") is seeking multidisciplinary consultancy support to assist in its role as statutory consultee in regards the Peak Cluster Nationally Significant Infrastructure Project ("NSIP") and a Development Consent Order ("DCO") for the Peak Cluster Carbon Capture and Storage Pipeline under the Planning Act 2008 ("the Application") to be submitted by Peak Cluster Ltd ("the Applicant"). Support is required in the areas of project management, co-ordination and administration as well as in the specialist areas of infrastructure planning, landscape, cultural heritage, archaeology and ecology ("the Services"). The PDNPA is seeking a consultancy with previous experience of the entire NSIP/DCO process. PDNPA expects to enter into a Planning Performance Agreement ("PPA") with Peak Cluster Ltd and the support is required in relation to PDNPA's obligations under the PPA for the entire DCO process. Funding under the PPA will only be guaranteed up to a cap for the Pre-Application Stage of the Application, and the consultancy contract will be conditional insofar as it relates to any requirements beyond the Pre-Application Stage or the cap, conditional on a variation of the PPA being agreed with Peak Cluster Ltd.

Options: Only the Pre-Application Stage of the DCO process will initially be guaranteed under the contract. Parts of the contract relating to stages beyond the Pre-Application Stage are conditional on agreement between the Authority and Peak Cluster Ltd to fund later stages of the DCO process. The Authority will notify the Contractor when variations of the PPA have been agreed, so that the contract will then include the requirement for those further services. The total estimated value of the contract includes the value of all stages of the Application.
