Summary of the contracting process

Peak District National Park Authority is seeking a multidisciplinary consultancy to support its statutory consultee role on Peak Cluster Ltd’s carbon capture and storage pipeline project and its application for a Development Consent Order. The work spans project management, coordination and administration, alongside specialist infrastructure planning, landscape, cultural heritage, archaeology and ecology advice. It supports the Authority’s obligations under a Planning Performance Agreement throughout the development consent process. The project concerns a pipeline across areas of North West England, Yorkshire and the Humber, the East Midlands and the West Midlands. The Authority wants a joined-up team combining project management and infrastructure planning with the required technical specialists.

The Authority invited offers through an open procedure for one integrated contract, rather than dividing the work into lots. The tender set an enquiry deadline of 13 October 2026 at 23:59 and a submission deadline of 19 October 2026 at 12:00; tenders were to be emailed as PDFs. The estimated value is £500,000 excluding VAT (£600,000 including VAT). The contract period is 24 November 2026 to 29 June 2029. Only the Development Consent Order pre-application stage is initially guaranteed; later stages depend on the Authority agreeing additional Planning Performance Agreement funding with Peak Cluster Ltd. Evaluation weights price at 30%, methodology at 30%, experience at 30% and social value at 10%.

This opportunity suits a consultancy able to bring together experienced project management and infrastructure planning with expertise in landscape, cultural heritage, archaeology and ecology. The buyer specifically seeks prior experience of the full nationally significant infrastructure project and Development Consent Order process. Bids are assessed on proposed delivery methods, understanding of the brief, adequate resources and the capability of each technical specialist, as well as the qualifications and track record of the tenderer, employees, assistants and any subcontractors. Technical references are part of the experience assessment. Suppliers should be able to provide an hourly rate for the whole service, either as a blended rate or separate specialist rates. Social value proposals should show benefits for people and communities through wellbeing, economic uplift or environmental sustainability. The procurement is stated to be suitable for SMEs and voluntary, community or social enterprises.

Notice Title

Consultant Support in relation to Peak Cluster NSIP

Notice Description

The Peak District National Park Authority ("PDNPA") is seeking multidisciplinary consultancy support to assist in its role as statutory consultee in regards the Peak Cluster Nationally Significant Infrastructure Project ("NSIP") and a Development Consent Order ("DCO") for the Peak Cluster Carbon Capture and Storage Pipeline under the Planning Act 2008 ("the Application") to be submitted by Peak Cluster Ltd ("the Applicant"). Support is required in the areas of project management, co-ordination and administration as well as in the specialist areas of infrastructure planning, landscape, cultural heritage, archaeology and ecology ("the Services"). The PDNPA is seeking a consultancy with previous experience of the entire NSIP/DCO process. PDNPA expects to enter into a Planning Performance Agreement ("PPA") with Peak Cluster Ltd and the support is required in relation to PDNPA's obligations under the PPA for the entire DCO process. Funding under the PPA will only be guaranteed up to a cap for the Pre-Application Stage of the Application, and the consultancy contract will be conditional insofar as it relates to any requirements beyond the Pre-Application Stage or the cap, conditional on a variation of the PPA being agreed with Peak Cluster Ltd.

Lot Information

Lot 1

Options: Only the Pre-Application Stage of the DCO process will initially be guaranteed under the contract. Parts of the contract relating to stages beyond the Pre-Application Stage are conditional on agreement between the Authority and Peak Cluster Ltd to fund later stages of the DCO process. The Authority will notify the Contractor when variations of the PPA have been agreed, so that the contract will then include the requirement for those further services. The total estimated value of the contract includes the value of all stages of the Application.
