Summary of the contracting process

The Northern Health and Social Care Trust is scoping the market for supported living accommodation for one service user with complex behaviours and challenging behaviour. The requirement is for a bespoke, 24-hour care facility in any area of Northern Ireland. Care is anticipated to use a one-to-one staffing ratio, with the service user potentially managed by one waking night worker, subject to ongoing review. The work falls within health and social care services, covering the provision and operation of accommodation with intensive support. This requirement is intended to help the Trust understand current and potential future market capacity for a highly individualised supported living arrangement. Providers with suitable accommodation and specialist care provision across Northern Ireland may be relevant.

This is an early market engagement and planned procurement at the scoping stage, rather than an invitation to tender. The Trust expects to use the information gathered to assess market capacity and potential future capacity; showing interest does not commit it to running a procurement, and not showing interest will not prevent participation in any later exercise. The engagement is expected to run until 3:00 pm on 6 October 2026, with a future notice date indicated as 6 October 2026. No contract value, budget, contract duration or bid deadline is set out. Any later procurement would be conducted using the requirements and conditions in its final tender documentation.

This will suit providers able to deliver supported living and intensive social care for a person with complex needs and challenging behaviour. Relevant organisations are likely to need a bespoke accommodation model, the ability to provide continuous 24-hour care, and sufficient trained staff to maintain an anticipated one-to-one support arrangement. Providers should be able to plan and operate waking-night cover, while adapting staffing levels if the service user’s needs change. The requirement may suit specialist supported living operators, care providers and organisations with access to suitable accommodation anywhere in Northern Ireland. It is also relevant to providers able to demonstrate capacity now, or to develop capacity for a future service, and prepared to engage in early discussions about a highly personalised care arrangement.

Given complexity, care must be provided in a 24/7 bespoke facility with anticipated 1:1 staffing ratio and service user could be managed with 1 waking night staff (which will be kept under review). Accommodation in any area across Northern Ireland. Additional information: This is not a Call for Tender and there is no guarantee any procurement process will be run. Any interest shown by Providers will be further explored but this does not constitute a commitment to progress in a procurement exercise. Failure to show interest does not restrict providers from participating in any future procurement exercise held by NHSCT. This notice has been placed to alert the Sector of a specific requirement. Any future procurement exercise will be conducted in accordance with the information contained in any final published tender documentation.
