Summary of the contracting process

The Ministry of Defence, with Babcock Land Defence Limited acting as its agent, procured repair and overhaul services for hand-operated traverse gearboxes fitted to Challenger vehicles. The requirement covers one NATO Stock Number and supports the UK’s operational needs. The work involves restoring and maintaining the gearbox, with supplied items required to meet applicable military specifications and quality standards. Delivery must follow the Ministry of Defence’s logistics supplier requirements, including packaging, labelling, transport, delivery scheduling and delay communication. Any subcontractors must meet the same delivery standards. The service falls within military vehicle repair and maintenance. The requirement is managed by Babcock Land Defence Limited, which oversees the tender, contract compliance and performance.

The procurement is complete and the supplier selected is Davall Gears Ltd. It used a direct award under the Procurement Act 2023 because Davall is the original equipment designer and manufacturer, owns the relevant intellectual property and technical documentation, and is considered the only supplier with the necessary technical knowledge and data. The award is for one lot and forms a closed framework agreement. The estimated value is £1,000,000 excluding VAT, or £1,200,000 including VAT. The contract period runs from 13 January 2027 to 11 January 2035, with no extension options. Evaluation was based on the supplier’s exclusive intellectual property rights and unique technical capability. Performance will be monitored through delivery, quality and specification-compliance KPIs, with remedies for failures.

This procurement demonstrates demand for specialist military vehicle gearbox repair and overhaul within the Ministry of Defence supply chain. A credible future competitor would need proven capability to repair and overhaul hand-operated traverse gearboxes for Challenger platforms, together with access to the technical data, intellectual property and engineering know-how needed to perform the work safely. The requirement also points to the importance of military specifications, quality assurance, defect control, durability and reliable delivery performance. Suppliers would need robust logistics controls covering packaging, labelling, transport, scheduling and delay communication, and would remain responsible for ensuring subcontractors meet the same standards. Relevant experience in defence equipment support, configuration control and performance-managed service delivery would strengthen a competing proposition.

Procurement Information

This direct award relies upon the justification at paragraph 5 of schedule 5 to the Procurement Act 2023. Davall Gears Limited is the original equipment designer and manufacturer of the Hand Operated Traverse Gearbox. It is the owner of the intellectual property rights in the Hand Operated Traverse Gearbox and of the technical documentation necessary to enable repair and so is the only supplier that can supply the services required. Furthermore, paragraph 6 of schedule 5 is relied upon due to there being an absence of competition because no other provider possesses the technical know-how and data necessary to perform the requirement without introducing an unacceptable level of risk to operational safety and MOD operational requirements. There is no reasonable alternative supplier because the information, rights and know how necessary to effect the repairs are proprietary to Davall Gears Limited.
