Summary of the contracting process

Hartlepool Borough Council is procuring 24-hour short-stay care and accommodation for adults with learning disabilities. The service is intended to provide safe, stimulating and caring respite for people who are cared for, while giving their carers reassurance that they are secure, comfortable and well supported. The requirement covers six respite beds commissioned on a block-purchase basis for scheduled respite, plus one additional emergency bed. All seven beds must be provided in a care home within Hartlepool and registered for respite support for people with learning disabilities. The provider must also deliver a minimum number of dedicated care hours each week, regardless of bed occupancy. This is a health and social care services opportunity.

The procurement has reached tender: Hartlepool Borough Council invited offers through an open procedure. Bids were due by 26 October 2026 at 14:00 UTC, with the evaluation and award period scheduled to end on 1 December 2026 at 23:59:59 UTC. The contract is valued at £3,030,000 gross. It is due to run from 1 April 2027 to 31 March 2030, with renewal arrangements allowing it to extend to 31 March 2032, subject to budget and satisfactory performance. The single lot is evaluated on quality at 70% and price at 30%. Electronic submission is allowed, and tenders must be submitted in English.

This opportunity suits care-home operators and specialist adult social care providers able to deliver learning-disability respite care at scale. The successful provider needs a suitable care home within Hartlepool with seven beds available for occupation from the contract start: six planned respite beds and one emergency bed. The home must be registered with the Care Quality Commission to provide respite support to people with learning disabilities and have a CQC rating of Good or Outstanding. Providers must be able to maintain a minimum dedicated level of care each week irrespective of occupancy, and support both scheduled respite and emergency placements. The emergency bed can only be accessed through a social worker, care manager or the out-of-hours Emergency Duty Team. The opportunity is identified as suitable for small and medium-sized enterprises.
