Summary of the contracting process

West Northamptonshire Council, acting as lead authority with North Northamptonshire Council, is procuring an integrated community equipment loan service. The service supplies equipment to help people remain independent at home, recover or rehabilitate, avoid hospital admission, and leave hospital safely. It also supports intermediate care, reablement, palliative and end-of-life care, continuing healthcare and longer-term community support. The provider must make equipment available to people who fund their own purchases at the contract rates, and liaise with them on assessment, supply, installation and aftercare. The provider will also work with commissioners on a self-assessment model, including an accessible online tool to help people and carers assess needs and find suitable equipment. Delivery is in Northamptonshire.

The councils invited tenders through an open procedure under the light-touch regime. The tender set an enquiry deadline of 6 October 2026 at 17:00 and a bid deadline of 20 October 2026 at 12:00. The intended contract period runs from 1 April 2027 to 31 March 2032, with three possible one-year extensions, to a maximum end date of 31 March 2035. The estimated value is £94,955,860 excluding VAT (£113,947,003 including VAT). There is one lot. Evaluation assigns 60% to quality and 40% to price. Economic and technical selection requirements are set out in the procurement documents. The councils intended to complete the award decision by 15 December 2026.

This requirement suits suppliers able to coordinate the provision of community equipment with local authorities and commissioners, and to support people with a broad range of health and care needs in their homes and communities. Delivery calls for the capacity to manage equipment supply alongside assessment, installation and aftercare, including direct liaison with people buying equipment themselves. Suppliers should be able to collaborate on developing and maintaining an accessible self-assessment service, including an online assessment tool that provides useful information and signposting. The service’s remit spans prevention, hospital discharge, rehabilitation, reablement, palliative care and long-term support, so relevant operational experience across community health and social care would be valuable. Small and medium-sized businesses are identified as suitable to compete. Quality carries greater evaluation weight than price.
