Summary of the contracting process

The Corporate Officers of the House of Commons and House of Lords are planning a future contract for grocery and dairy products across the Houses’ various catering venues. The requirement covers general food products, dairy products, assorted dairy products, fresh bread, pastry goods and cakes, and other miscellaneous food products. This is a goods supply requirement, classified under CPV 15000000 for food, beverages, tobacco and related products. Suppliers would need to provide grocery and dairy products for use in the parliamentary catering operation. The procurement is being developed jointly by the two parliamentary authorities, with the House of Lords officer identified as the buyer. The work concerns supply across the authorities’ catering venues rather than a construction, facilities or professional services contract.

This procurement is at the planning stage and is currently a preliminary market engagement exercise, not an invitation to tender. The authorities expect to use market feedback to shape the requirements, service delivery model, procurement strategy and future tender documents. Suppliers interested in the Request for Information were expected to register through Atamis and express interest by 8 October 2026. A future notice is expected on 7 December 2026. The planned single lot has an estimated value of £4,000,000 excluding VAT, or £5,000,000 including VAT. The anticipated contract period is 15 May 2027 to 14 May 2029, with a possible renewal extending to 14 May 2031. The lot is marked as suitable for SMEs.

This will suit wholesalers, distributors and specialist food suppliers able to provide a broad range of grocery and dairy products for multiple catering venues. Relevant capability may include sourcing and supplying fresh bread, pastry goods, cakes, assorted dairy products and wider food lines through a dependable distribution operation. Suppliers should use the market engagement to comment on the proposed requirements, service delivery model and procurement approach, helping the authorities test whether their intended arrangements are practical for the market. The planned lot is explicitly suitable for small and medium-sized enterprises, so established regional suppliers as well as larger national distributors may wish to prepare. Participation in the engagement will not confer an advantage or disadvantage in any later competition, and there is no tender to bid for at this stage.
