Summary of the contracting process

This procurement is at the planning stage: Coventry City Council has stated an intention to procure and expects to tender in early 2027, rather than invite bids now. It plans to use an above-threshold light-touch services procedure to establish a framework. The expected framework contract period is 1 September 2027 to 31 August 2031, with renewal provisions allowing the period to extend to 31 August 2034. The Council is conducting preliminary market engagement to shape the framework arrangements and service specification. A market engagement event is planned for 30 September 2026, from 2pm to 4pm, at One Friargate, Station Square, Coventry. Engagement is expected to run until 30 November 2026, including a planned provider survey.

The work is likely to suit established supported living and day opportunities providers with experience supporting adults with learning disabilities, autism and/or mental health conditions. Providers should be able to design and deliver person-centred services that promote independence, wellbeing and positive outcomes, and demonstrate the operational capacity to serve both local authority and NHS commissioning requirements. Organisations with experience across community-based care, supported living and structured daytime provision will be well placed to contribute. The market engagement is intended to help shape the framework mechanics and service specification, so relevant providers can prepare informed views on how services should be commissioned and delivered before the procurement reaches the tender stage.
