Summary of the contracting process

Conwy County Borough Council is procuring professional project management and supervision services for the Venue Cymru Futures Project, a major capital programme at Venue Cymru in Llandudno. The appointed team will include a Project Director, Project Manager, Assistant Project Manager and NEC4 Supervisor, with specialist knowledge of cultural buildings. The work covers leadership and delivery through RIBA Stages 3 to 6. The project comprises two workstreams: an auditorium and ventilation project, and a Culture Hub. Their programmes and construction delivery will be separate, but the shared project team must coordinate design and construction and manage crossovers between the workstreams. The auditorium and ventilation design is intended to progress ahead of the Culture Hub to support planned works in 2027. This is a services opportunity covering architectural, construction, engineering and inspection services in Llandudno.

The procurement has reached tender: the council invited offers through an open procedure. It has one lot, with electronic submission allowed and bids accepted in Welsh. Enquiries had to be submitted by 9 October 2026 at 12:00, and offers by 19 October 2026 at 12:00. The contract is scheduled to run from 20 November 2026 to 21 December 2029. Its estimated value is £496,280 excluding VAT, or £595,536 including VAT. The council expected to complete its award decision by 9 November 2026. Evaluation is weighted 50% quality, 35% price and 15% social value. Economic and technical selection criteria apply, with the detailed requirements set out in the tender pack. The opportunity is identified as suitable for small and medium-sized enterprises.

This opportunity suits a consultancy or multidisciplinary project team able to direct complex cultural-building capital works from developed design through construction and completion. Bidders should be able to provide a Project Director, Project Manager, Assistant Project Manager and NEC4 Supervisor, combining programme leadership, project management, construction oversight and contract administration. Relevant expertise in cultural buildings is central, as is the ability to coordinate two linked but independently delivered workstreams and manage design, construction interfaces and shared resources. Experience taking projects through RIBA Stages 3 to 6, supervising works under NEC4 arrangements and supporting delivery against funding and scheduling deadlines will be valuable. The requirement is expressly suitable for SMEs, while the tender also tests economic and technical capacity. Quality and social value together account for most of the evaluation, so bidders must demonstrate both delivery capability and wider public benefit.
