Summary of the contracting process

Bracknell Forest Borough Council commissioned a detailed evaluation of its Forestcare services, a health and social care service that supports more than 3,200 vulnerable adults, including over 1,000 Bracknell Forest residents, to live safely and independently. The work covers monitoring, response and out-of-hours functions that help manage demand for adult social care, urgent care, ambulance services and hospitals. The evaluation is intended to inform future improvement and a sustainable redesign of the service, rather than incremental change. It is expected to examine staffing, the services delivered, funding arrangements and the use of technology. The work is delivered for Bracknell Forest in England and falls within health and social work services.

The procurement is complete and the contract was awarded to TRACSS MANAGEMENT CONSULTANTS LIMITED, an SME, under a below-threshold limited competition. It comprised one lot and used a quotation process against a separate specification. The contract was signed and started on 18 August 2026, runs to 16 March 2027, and has a gross value of £139,440 (£116,200 excluding VAT). The Council may extend the contract by any number of periods up to an aggregate of six months, with a maximum possible end date of 15 September 2027. The awarded contract is active. The requirement was for a delivery partner to work jointly with the Council to review and evaluate the current Forestcare service and identify fundamental changes that could improve effectiveness and financial sustainability.

This award indicates demand from Bracknell Forest for specialist evaluation and transformation support in adult social care and related urgent-care services. Suppliers well placed for a future requirement would need experience of evaluating complex, resource-intensive care or monitoring services and working collaboratively with a local authority as a delivery partner. Credible capability would include service and operating-model design, analysis of staffing and capacity, assessment of funding and traded activity, and the practical use of technology to improve delivery. Experience of prevention, demand management and services supporting vulnerable adults would be relevant, as would the ability to assess value for money, identify structural inefficiencies and develop sustainable options that protect service strengths while responding to future demand.

Notice Title

Bracknell Forest Council - Forestcare Evaluation

Notice Description

The Council is seeking to establish a Contract for conducting a detailed evaluation of Forestcare services. Bidders are invited to submit a quotation for these services as set out in the Specification, attached separately. BFC are seeking to appoint a suitably qualified provider to support as a delivery partner to work with BFC through a joint delivery approach to review and evaluate the current range of Forestcare services in order to inform future improvement opportunities. The adult social care element of the programme in Bracknell Forest has a focus on ensuring that we transform and change to give ourselves a long-term sustainable future. Forestcare is a key system partner, acting as a strategically significant service which supports over 3,200 vulnerable adults (of which over 1000 are Bracknell Forest residents) to live safely and independently. The monitoring, response and out-of-hours functions act as front-door demand management mechanisms for Adult Social Care, Urgent Care, ambulance services and hospitals. A recent Strategic Commissioning Overview has shown that from a commissioning perspective Forestcare represents high value for money prevention despite being projected to operate a net deficit of approximately PS70,000 in 2026/2027 - which must be considered against the significantly higher system costs that would arise were Forestcare to be reduced or de-commissioned. The operating model for Forestcare is resource intensive and currently incorporates a significant amount of down time that is not being recovered from traded activities. This is a key driver for the overall service deficit which supports the current requirement for an urgent, detailed evaluation of the service. The evaluation needs to go beyond incremental change and focus on the fundamental design of the service. It should consider how the service can retain its strengths while addressing the structural issues that are driving inefficiency and financial pressure. This includes re-examining how the service is staffed, what services are delivered, how these are funded, and how technology can be used to enable a more effective and sustainable model. Carrying out a detailed evaluation will help to ensure the service can continue to operate effectively, meet future demand and remain sustainable over the long term.
