The planned framework may suit kitchen manufacturers, distributors, installers and appliance suppliers, including businesses able to partner or subcontract where supply and fitting are split. Suppliers with capacity to serve regional housing programmes across England or Scotland may fit the proposed investment and new-build lots; repairs and facilities management suppliers will need a local branch network that can provide accessible, supply-only service. New-build providers should be prepared for requirements covering both affordable and market-sale homes, with higher-end kitchen options anticipated. The buyer is also testing whether appliances should be bundled with kitchen provision or procured separately, creating a potential fit for specialist appliance suppliers as well as full-range kitchen businesses. Market engagement is intended to shape the final specification, contract terms, social value and sustainability requirements, and evaluation approach. Participation will not confer an advantage in any later competition.

Notice Description

Places for People Group is seeking engagement with interested suppliers in advance of a forthcoming procurement opportunity for the provision of kitchen products and associated services. PfP will be hosting an online engagement event on Monday 5th October 2026 12:00-13:00 and would like to invite up to ten suppliers to participate in individual one-to-one sessions on Tuesday 6th October and Wednesday 7th October 2026. The framework is anticipated to operate for a four-year term and to include the below lots. The structure below is indicative only and may change following market engagement and internal approvals: Lot 1 (Lot 1a, 1b, 1c, 1d) - Assets & Investment on a regional supply only basis (geographically split between (a) Scotland, (b) Central / North, (c) South East, (d) South West), as sub-contractors will install the kitchens, as part of the major works contract. Initially, this will not include the supply of appliances. However, may include some appliances such as a Built-in Single Oven or a ceramic domino hob in future). Lot 2 - PfP New Build Developments - England on a supply and install basis. The specification will also likely include a high-end/quality Sales option. Lot 3 (Lot 3a, 3b, 3c, 3d, 3e, 3f) - PfP New Build Developments - Scotland - The current Scottish Kitchen Framework for New Build Developments in Scotland is due to end August 2027 and so will also be included in this new framework on a supply and installation basis. Previously, the Scottish Framework included the following lots: (1) Highland - Affordable, (2) Highland - Market Sale, (3) North East - Affordable, (4) North East - Market Sale, (5) Central - Affordable, (6) Central - Market Sale. The new framework will include these 6 sub-lots, as categorised previously. The specification will also include a high-end/quality Sales option. This lot is likely to include the supply and installation of appliances. Lot 4 (Lot 4a, 4b)- Repair & FM - The new framework will include a separate lot, for Repairs & FM, Lot 4. Repairs & FM have a separate requirement to the above lots, in that they will require suppliers throughout Scotland & England to be able to provide kitchens through local/easily accessible branches, on a supply only basis. There will be 2 sub lots: Lot 4a for England, Lot 4b for Scotland. Lot 5 - PfP Students - PfP Students may be included on this new Framework, so they can use kitchen providers on a supply only or supply and install basis across England & Scotland. Lot 6 - Appliances (New Developments England and PfP Students only, excluding A&I, Repairs & FM and New Developments Scotland) - The supply or supply and installation of appliances will be included in this separate lot, for the supply and install of kitchens for PfP New Build Developments for Scotland and England and for PfP Students. PfP are keen to understand from supplier perspectives whether appliances should form part of the kitchen framework or be procured separately. The proposed full operating model has not been confirmed. The estimated total value of the framework is anticipated to be in the region of PS53,050,000 including VAT, over the four-year term.

As part of our market engagement activities, we would like to invite suppliers to participate in an online engagement event Monday 5th October 2026 12-13:00, to help inform the development of our procurement strategy and future tender requirements. The deadline for requesting an invite to this event is Friday 2nd October 17:00. In addition to the online engagement event on Monday 5th October, we would like to invite up to ten suppliers to participate in individual one-to-one sessions on Tuesday 6th October and Wednesday 7th October 2026. The deadline for requesting an invite to one of these sessions is Wednesday 30th September 12:00pm (midday). Suppliers who are not selected for a one-to-one discussion will still have the opportunity to submit comments, feedback, and questions via email until 17:00 Thursday 8th October 2026. The objective of this market engagement exercise is to: - Understand potential supply chain risks and challenges that may affect the delivery of the proposed framework. - Gather feedback on the proposed contractual approach and identify any issues that suppliers believe should be considered. - Explore innovative products, services, technologies, and delivery models available within the market. - Obtain supplier insight into current market conditions, opportunities, and emerging trends. - Feedback on the proposed lotting structure, regional arrangements and routes to market. Information obtained through this engagement process will be used solely to inform the development of the procurement strategy and supporting documentation. Insights gathered may influence areas such as: Scope and specification requirements. Tender structure and procurement approach. Evaluation methodology and award criteria. Contract terms and conditions. Social value and sustainability requirements. This engagement is being undertaken in accordance with the preliminary market engagement provisions contained within the Procurement Act 2023. Participation in this engagement exercise will not confer any advantage in any subsequent procurement process and will not form part of any supplier evaluation.
