Summary of the contracting process

Hampshire County Council buys bulk liquefied petroleum gas (LPG) and cylinders to heat buildings and supply catering equipment and hot-water systems across its property estate. The estate includes council premises, schools and colleges, nursing care homes, children’s centres, libraries and museums. The award covers delivery to sites in Hampshire, including Winchester and surrounding areas. The council’s Energy Team manages utilities across this varied portfolio, and LPG supply is needed to keep buildings safe and operational and support statutory services. This is a fuel supply requirement rather than a works or installation contract. The annual requirement described comprises roughly 400,000 litres of bulk LPG and around 30 cylinders, serving more than 40 sites.

The procurement is complete and was awarded to Calor Gas Limited on 5 August 2026. The award is for £1,000,000 excluding VAT (£1,200,000 including VAT). The contract period runs from 1 November 2026 to 30 October 2028, with two possible one-year extensions, each valued at £250,000 excluding VAT; the maximum stated extension date is 30 October 2030. The council made a competitive call-off under a framework, using a selective procedure. There is one lot, covering LPG supply. The stated purpose of the procurement is to maintain continuity of supply, secure value for money and manage exposure to energy-price volatility and supply-chain disruption.

This award shows recurring demand from Hampshire County Council for reliable LPG supply across a dispersed public-sector estate, including occupied buildings providing statutory services. A credible future supplier would need to source and deliver bulk LPG and cylinders to numerous sites, sustain continuity of supply, and respond effectively to changes in energy markets and supply-chain conditions. The requirement’s scale combines substantial annual bulk-fuel consumption with a smaller cylinder requirement, so suppliers need both dependable bulk delivery capability and the ability to serve cylinder users. Experience supplying varied public buildings, including schools, care homes and community facilities, would be relevant. The contract was placed as a competitive call-off under a framework, so suppliers need access to an appropriate framework route as well as the operational capacity to serve the council’s portfolio.

Notice Information

Notice Title

Supply of Liquid Petroleum Gas (LPG)

Notice Description

Hampshire County Council's Energy Team currently manages utility services, including water, electricity, gas and liquid fuels, across a diverse property portfolio. This includes the corporate estate, schools and colleges, nursing care homes, children's centres, libraries and museums. The Supplier will supply sites with Liquefied Petroleum Gas (LPG) fuel to heat their buildings and for the use of catering equipment and hot water systems. The current portfolio comprises more than 40 sites, consuming approximately 400,000 litres of bulk LPG annually, in addition to around 30 LPG cylinders per year. The existing supply arrangement is with Calor Gas through the ESPO Framework 92_21 (Liquefied Petroleum Gas and Other Liquid Fuels), with current annual expenditure in the region of PS150,000 to PS200,000. Continuity of supply is essential to maintaining safe and operational buildings, including facilities that support the delivery of statutory services. Any interruption to LPG supply could adversely affect service delivery, building occupancy and business continuity across the estate. It is anticipated that the new call-off contract will have an estimated annual value of approximately PS250,000. This increase reflects rising energy costs and incorporates additional budget flexibility to accommodate market volatility resulting from geopolitical tensions in the Middle East and other external factors affecting global energy prices. The procurement will ensure continued compliance with procurement regulations while securing value for money and mitigating risks associated with energy market volatility and supply chain disruption.
