Summary of the contracting process

Gloucestershire County Council is seeking providers of occupational health counselling services to support the health and wellbeing of its workforce. The four service areas are structured counselling sessions in an occupational health workplace setting; initial assessments to determine suitability for structured counselling; reflective practice or reflective supervision; and critical incident support. Structured counselling, reflective practice and critical incident support can be delivered virtually or face to face. The services are for the Council’s workforce, with Gloucester City Council, Gloucestershire Fire and Rescue Service, and schools, academies and other educational settings in the county potentially able to use the framework. Delivery is in Gloucestershire.

The Council invited offers through an open competition to establish a multi-supplier framework. The submission deadline was extended to 13 October 2026 at 12:00; the deadline for enquiries was 5 October 2026 at 12:00. The framework is intended to run from 1 December 2026 to 30 November 2028, with options for two further 12-month extensions, giving a possible total term of four years. The estimated total value is £370,000 excluding VAT (£444,000 including VAT). It is divided into four lots: structured counselling, £120,000; initial assessments, £80,000; reflective practice, £12,000; and critical incident support, £50,000, all excluding VAT. Each lot is evaluated on quality (50%), price (40%) and social value (10%).

The opportunity suits occupational health counselling providers able to serve a workforce through the relevant specialist service: structured workplace counselling, suitability assessments, reflective practice or supervision, or critical incident support. Providers offering virtual and face-to-face delivery are relevant for the lots that specify both modes. The four lots allow suppliers to focus bids on their particular service capability rather than deliver every element of the framework. The Council intends to appoint multiple suppliers, and framework pricing will be used for future call-off awards without reopening competition. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable participants for every lot. Bids are assessed on both service quality and price, with social value also carrying a defined share of the evaluation.
